Mayor Gregory called this meeting to order at 7:00 p.m. 

City Clerk Gain Meyer called roll. PUBLIC PARTICIPATION 

Stewart Lannert: you probably didn't notice but I did stand for the Pledge of Allegiance tonight. I figure because due to the last administration it was in being in danger of being canceled for some reason, probably it was racist or anti-something. I think it's saved for another four years so I pledged allegiance. My first lawyer never tired of telling me that he didn't mind defending the most hated guy in Belleville. well, I've never, he never really said why I was the most hated guy in Belleville. Of course, I've never run for a popularity contest or for anything in my life. But I'm just wondering why this judge us this uh decided that I'm so dangerous that I had to have a million-dollar bond. It's probably unprecedented for St. Clair County. As far as I know, rapists, killers and whatever have never had a million-dollar bond here in St. Clair County that I can remember. But this clown of a judge decided I was a danger to everybody in the courthouse, but the Belleville Police Department didn't think I was a danger at all because evidently, they didn't even come arrest me. Actually, I was out and about four days before and then I inadvertently turned myself in. Then they acted like I was one of the ten most dangerous people in Illinois. If I got a million- dollar bond, I was telling the guys today that I'm disappointed that I'm not at least on the terrorist watch list. Somebody's dropped the ball here. We have all these terrorists running around out here and I got a million-dollar bond on my I'm so dangerous that I'm wondering how come I'm not on the watch list for you know terrorist watch list. They said I was a terrorist even though the police didn't believe it, or they would have arrested me. The drug dealers that shot up North Charles Street a few years ago around 8:00 at night put 40 or 50 bullets all over the neighborhood. Bullets were flying all over. Several people almost got killed. The worst they didn't even get no jail time, nothing. Twenty months probation, no fine, nothing. They evidently had illegal firearms at the minimum. Thank you

Alderperson Schneider made a motion second by Alderperson Dintelman to approve the reappointment of Lynn Clapp to serve a 2-year term on the Human Relations Commission

Alderperson Eros made a motion second by Alderperson Schaefer to approve the City Council Meeting Minutes of November 4, 2024 

All members voted aye.

Alderperson Whitaker made a motion second by Alderperson Schaefer to approve claims and disbursements in the amount of $2,004,590.34 and payroll in the amount of $1,000,830.11

Alderperson Osthoff made a motion second by Alderperson Eros to approve the following motions: 

Motion to approve an Ordinance prohibiting the use of groundwater as a potable water supply as noted in the "Groundwater Limitation Area" 

Motion to approve amending Ordinance Title XI (Business Regulations), Chapter 116 (Vehicle Related Businesses), by adding Pedal Buses (Sections 116.50 through 116.056) 

Motion to approve amending Ordinance Title IX (General Regulations), Chapter 91 (Cemeteries) by adding Mt. Hope Cemetery and adjusting fees accordingly

FINANCE 

Alderperson Whitaker made a motion second by Alderperson Anthony to approve the following 

motions: 

Motion to approve Worker's Compensation and Property/Liability Insurance Renewal with ICRMT, as recommended by our broker 

Motion to approve by ratification a one-year contract renewal with AT&T for certain City phone (POTS) lines 

Motion to approve entering into an agreement with Ampion for 10% utility credit savings generated through community solar array program, as recommended by our consultant Good Energy

Motion to approve adopting Tax Increment Financing (Bellevue Plaza) 

Motion to approve a Development Agreement with Indus 365 Belleville LLC (Mystic Greenz) for the acquisition and improvements to the property located at 360 South Greenmount Rd

Alderperson Dintelman made a motion second by Alderperson Schaefer to approve the following motions: 

Regions Bank - R. Mark Naylor (Agent): Site Plan approval for the construction of an approximate 3,700 square foot commercial bank branch building, with 33 on-site parking spaces and 3 drive thru. lanes that is located on an approximate 1.15-acre vacant lot that houses predominately non utilized parking spaces. The lot is located within a "C-2" Heavy Commercial District (Parcel # 08-07.0-420-024) Ward 8. The Planning Commission recommended Approval subject to documented recommendations and administrative approvals, with a vote of 7-0
