City of Edwardsville City Council met Jan. 7

Here are the minutes provided by the council:

The regularly scheduled meeting of the Edwardsville City Council took place at 7:00 p.m. at Edwardsville City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois, with Mayor Risavy presiding. 

The Pledge of Allegiance recited by all present. 

Council members Grant, Patton, Miracle, Morrison, Krause and Warren answered present on roll call. Alderman Farrar was absent-excused. 

Mayor Risavy welcomed everyone in attendance and those viewing on Facebook Live to the meeting. 

Special Recognition/Proclamations/Oaths 

None 

Petitions and Communications 

None 

Mayor Risavy opened the Public Comment portion of the meeting. One public comment received. 

Michael Lawler, resident of the Esic area came forward to deliver a public comment. Mr. Lawler lives in the Chancellor Drive and Cobblestone area. Street parking has gotten out of control. The street is effectively a one-way street due to the amount of parking on the street. Mr. Lawler suggested the city update the parking ordinance for that area. He stated that the plows are unable to get through due to the amount of parked cars on road. Mr. Lawler also commented on the speeding in the area. 

Consent Agenda 

Mayor Risavy read Consent Agenda items as follows: 

• Approval of minutes of Council Meeting on December 17, 2024 

• Purchase or Lease of Real Property for the use of the Public Body pursuant to 5 ILCS  120/2(c)(5) 

Motion by Grant, seconded by Krause to approve the Consent Agenda presented. 

Roll Call on Consent Agenda: Six Ayes with Aldermen Grant, Patton, Miracle, Morrison, Krause and Warren voting aye. Motion carried. 

Legislative & Executive 

Motion by Morrison, second by Miracle for approval of the Reappointment of Rick Welle to the Mobile Intensive Care System Trust Committee with a term ending December 31, 2027. Roll Call: Six Ayes with Aldermen Grant, Patton, Miracle, Morrison, Krause and Warren voting aye. Motion carried. 

Legal & Judicial None 

City Clerk 

None 

Finance Committee 

Motion by Krause, second by Miracle to approve the Claims-the total claims amount- $3,162,322.90. 

Roll Call: Six Ayes with Aldermen Grant, Patton, Miracle, Morrison, Krause and Warren voting aye. Motion carried. 

Finance Committee will meet on Thursday, January 16, 2025 at 4:00 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025. 

Public Services Committee 

Public Services Committee will meet on Tuesday, January 14, 2025 at 4:30 p.m. in City Hall. 

Administrative & Community Services Committee 

Administrative Services Committee will meet on Thursday, January 16, 2025 at 5:00 p.m. in City Hall

Mayor Risavy thanked the Public Works Department and laborers on the snow removal efforts. 

Closed Session 

Motion by Morrison, second by Krause at 7:07 p.m. to end open session and move into closed session. 

Roll Call: Six Ayes with Aldermen Grant, Patton, Miracle, Morrison, Krause and Warren voting aye. Motion carried. 

Council entered into Executive Session at 7:09 p.m. 

Motion by Grant, second by Miracle to end closed session at 7:54 p.m. 

Roll Call: Six Ayes with Aldermen Grant, Patton, Miracle, Morrison, Krause and Warren voting aye. Motion carried. 

Council reconvened at 754 p.m. 

Action Taken on Executive Session Items 

None 

There being no further action required, Council adjourned at 7:54 p.m. with a motion by Miracle.
