Rep. Morgan Luttrell, Chairman of the House Committee on Veterans’ Affairs Subcommittee on Disability Assistance and Memorial Affairs, convened a legislative hearing to examine potential bills aimed at improving services for veterans filing Department of Veterans Affairs (VA) disability compensation claims. The hearing addressed concerns over the financial burden placed on veterans by certain service providers.
Luttrell highlighted that some companies charge veterans exorbitant fees, sometimes exceeding $30,000, to assist with their VA claims. He emphasized the need for veterans to have the freedom to choose their assistance without facing such high costs.
The subcommittee discussed three legislative proposals: H.R. 1656, known as the PLUS Act; H.R. 1732, referred to as the GUARD Act; and a discussion draft aimed at reinforcing penalties for companies exploiting veterans in this context.
The PLUS Act proposes reinstating fines and jail time for violators of laws concerning veteran representation in VA benefits claims. It also suggests allowing VA-accredited agents and attorneys to charge a limited fee for assisting with initial claims.
Similarly, the GUARD Act seeks to reinstate fines against those who breach representation laws before the VA.
The discussion draft mirrors these objectives but adds provisions prohibiting fees for specific types of initial claims while allowing limited charges by accredited professionals.
Luttrell stated his commitment to centering reforms around veteran needs and expressed anticipation for constructive dialogue regarding these bills. Although VA Secretary Collins was not present due to scheduling constraints, Luttrell assured that input from the VA would be incorporated into future discussions once available.
In closing his remarks, Luttrell welcomed contributions from other committee members and stakeholders present at the hearing.
