D. Public Participation

(a) Members of the public may address the City council in accordance with Section 2.06(g) of the Illinois Open Meetings Act (5 ILCS 120/2.06(g). 

(b) Public comments are limited to three (3) minutes per speaker. (c) The subject of public comments shall be reasonably related to matter(s) identified on the meeting agenda and/or other City business. 

(d) Repetitive public comments should be avoided, to the extent practical, through adoption of prior public comments (ex. agreeing with a prior speaker).

(e) The following conduct is prohibited during public participation: 

・acting or appearing in a lewd or disgraceful manner;

・using disparaging, obscene or insulting language;

・personal attacks impugning character and/or integrity; intimidation; 

・disorderly conduct as defined in Section 30-1-2 of this Revised Code of Ordinances; 

(f) Any speaker who engages in such prohibited conduct during public participation shall be called to order by the chair or ruling by the chair if a point of order is made by a sitting Alderman.

E. Old Business: 

1. Discussion on the request from Belleville East High School to install a traffic signal on West Blvd at the main parking lot entrance. 

2. Motion for no parking sign to be placed in front of 4221 Erna Drive in the name of the applicant only.

F. New Business: 

1. Discussion on the enforcement of 1 hour parking on the 100 block of West Main Street. 

2. Motion to approve no parking anytime on both sides of N 37th St. from Summit to Columbus Dr.

3. Motion to approve no parking on the odd number side of N 38th St. from 12 N 38th St. to Summit, from July to December. 

4. Motion to approve no parking on the even number side on N 38th St. from 15 N 38th to Summit, from January to June. 

5. Motion to approve the following streets to be added to the designated snow route list: 

• N. 42nd St. 

• N. 37th St. 

• N. 44th St. 

• S. 29th St. 

• N. Pennsylvania from E. B St. to E. C. St.
