(a) Members of the public may address the City Council in accordance with Section 2.06(g) of the Illinois Open Meetings Act (5 ILCS 120/2.06(g);

(b) Public comments are limited to three (3) minutes per speaker;

(c) The subject of public comments shall be reasonably related to matters(s) identified on the meeting agenda and/or other city business;

(d) Repetitive public comments should be avoided, to the extent practical, through adoption of prior public comment (e.g. agreeing with prior speaker);

(e) The following conduct is prohibited during public participation:

• Acting or appearing in a lewd or disgraceful manner;

 • Using disparaging, obscene or insulting language;

 • Personal attacks impugning character and/or integrity;

 • Intimidation;

 • Disorderly conduct as defined in Section 130.02 of this revised code of ordinances.

(f) Any speaker who engages in such prohibited conduct during public participation shall be called to order by the chair or ruling by the chair if a point of order is made by a sitting alderman.

1. Motion to approve FY 2025-2026 Standard Annual MFT/TIF IDOT Contracts showing in the following list:

1a. Infrastructure Program

Hank’s Excavating & Landscaping, Inc., lowest responsive bidder, in the amount of $703,814.35.

1b. Sidewalks Program

KRB Excavating, Inc., lowest responsive bidder, in the amount of $335,722.50.

1c. Traffic Signals Program

Electrico, Inc., lowest responsive bidder, in the amount of $125,693.06.

2. Motion to approve FY 2025-2026 Standard Annual Materials MFT IDOT Contracts showing in the following list:

2a. Asphalt Group 2A, 2B

Motion to approve Asphalt Sales and Products Inc., lowest responsive bidder, in the amount of $239,000.00.

2b. Aggregates Group 1A, 1B

Motion to approve Beelman Logistics, LLC, lowest responsive bidder, in the amount of $59,962.00.

2c. Culverts Group 7

Motion to approve Metal Culverts, Inc., lowest responsive bidder, in the amount of $39,376.80.

2d. Concrete Group 8

Motion to approve Concrete Supply of Illinois, lowest responsive bidder, in the amount of $19,000.00.

3. TIF 12 Alleyway Resurfacing Construction Inspection, Task Order #4

Motion to approve Lochmueller Group Task #4, not to exceed $14,900.00 for Construction Inspection of TIF 12 Alleyway Resurfacing; to include inspection, reporting, project closeout and as-builts. (TIF 12)

Motion to approve the extension of the 70/30 Residential and 50/50 Commercial Sidewalk Replacement Programs May 1, 2025 through April 30, 2026 (MFT/TIF)
