Edwardsville Public Services Committee authorizes trail connection

The Edwardsville Public Services Committee met Jan. 31 to authorize a trail connection.

The Edwardsville Public Services Committee oversees all matters pertaining to streets, alleys, public lighting, recycling center, trash collection, waterworks and sewerage systems, and the Public Works Office.

PUBLIC SERVICES COMMITTEE MINUTES Tuesday, January 31, 2017

A. Approval of Minutes from the Public Services Committee meeting of January 10, 2016.

Alderman Stamer made a motion to recommend Approval of the Minutes from the Public Services

Committee meeting of January 10, 2016. Alderman Louer seconded the motion. All Ayes, Committee forwarded to Council for information.

B. Approval of Resolution Authorizing the Mayor to Sign a License for Trail Connection with Madison County Mass Transit District Ryan Zwijack explained that this item would permit access to MCT property for a trail Connection adjacent to First to Finish along Plum Street. The construction and associated costs will be performed by the developer of First to Finish. The City will take over ownership and maintenance of the connection once complete, Alderman Stanner made a motion to recommend Approval of Resolution Authorizing the Mayor to Sign a License for Trail Connection with Madison County Mass Transit District, Alderman Louer seconded the motion, All Ayes. Committee forwarded to Council for approval.

C. Approval of Supplemental Resolution for improvement by Municipality under the Illinois Highway

Code Zwijack explained that this item authorizes the use of Motor Fuel Tax Funds for the Construction Inspection of the Quince Street Multi Use Path Project. The following item, construction engineering services agreement with Oates Associates, will ultimately utilize these appropriated funds. Alderman Stamer made a motion to recommend Approval of Supplemental Resolution for Improvement by

Municipality under the Illinois Highway Code. Alderman LOuer seconded the motion. All Ayes. Committee forwarded to Council for approval,

D. Approval of Construction Engineering Services with Oates Associates Inc. for the Quince Street Reconstruction Contract in the estimated amount of $73,100.00 Zwijack explained that this item contracts Construction Inspection services with Oates Associates for the Quince Project. The inspector will handle allpaperwork, testing, recording, and oversight of the construction project, Alderman Stamer made a motion to recommend Approval of Construction Engineering Services with Oates Associates Inc. for the Quince Street ReConstruction Contract in the estimated amount of $73,100.00, Alderman Mallon seconded the motion. All Ayes, Committee forwarded to Council for approval.

E. Approval of Change Order #1 for the Booster Station #1 limprovements to Korte and Luitjohan Contractors Inc. in the amount of $20,000.00 Zwijack explained that this item is for the addition of a partial removal of the foundation from the old booster tank. Originally this Work was anticipated to be handled utilizing in-house forces, but the available equipment We have in-house, does not allow this. The area to be removed Would allow the former foundation to be removed from the adjacent property and the remainder will be covered with fill and graded to drain. Alderman Louer recommended Approval of Change Order #1 for the Booster Station #1 Improyements to Korte and Lutjohan Contractors Inc. in the amount of $20.000.00. Alderman Stamer seconded the motion. All Ayes. Committee forwarded to Council for approval.

F. Discussion of Utility Bill for 216 South Buchanan Street

Ms, Lee Russo, and her Son, Joe, Were present to explain the request for adjustment for the water and Sewer account for 216 South Buchanan, Committee asked questions regarding circumstances behind the discovery of the leak and how construction may have affected the Condition, The meter change from an inside meter to an outside meter identified the leak was On the CustomerS Service line, Committee agreed to Credit the water and sewer account for 216 South Buchanan for the October and December Bills, based on historic usage and also a Current reading, prorating the billed amount based on these values,

G. Discussion of 2017.2018 Draft Budget for Capital improvement, Street and Bridge, and Motor Fuel Tax Funds Staff distributed booklets to Committee members showing the anticipated costs of various engineering and construction projects for the 2017.2018 Fiscal Year. Staff requested that Committee review the data and bring any questions back for Staff to address.
