Alton City Appearance Review Commission met February 22.

Here is the minutes provided by the Commission:

A meeting of the Appearance Review Commission was held Wednesday, March 29, 2017 at 8:00 am, at Alton City Hall.

Members Present: Debbie Schuneman, Barbara Gearing, Margaret Hopkins, Mike Doucleff and Gen Gearing

Members Absent: Mark Wuellner

Others Present: Lance Demond of Arrow Signs, for 1300 blk. E. Broadway, Steve Gehrs for Nicky G’s, 1801 State St, Sam Shaw, Building & Zoning Department, Becky Brunaugh, Building & Zoning and Debbie Beck, Secretary.

Debbie Schuneman called the meeting to order at 8:00 am.

Schuneman wanted to take a moment for everyone to remember Dawn Hentrich.

New Business: Lance Demond then took the floor to present the sign application for Fast Eddie’s Bon-Air at 1300 E. Broadway, a billboard. Demond stated that there is currently a billboard at that location with a sign on the billboard facing the bridge, but Ed Sholar, the owner of Fast Eddie’s, wanted to take advantage of the other side of the billboard. The side facing the bridge gives directions to the Bon-Air, he was presenting a mockup for the unused sign as a thank you for visiting Bon-Air and a GIS map. Demond stated that the display would be illuminated by a flood light and the sign would be 10’ x 24’.

Mike Doucleff made a motion to accept the application as presented. Margaret Hopkins seconded the motion. Motion passed unanimously.

Steve Gehrs then took the floor to present his applications for a new business called Nicky G’s at 1801 State St. One was for his sign and the other was for his awnings. Gehrs stated that his sign, being designed by Sign Magic, would be a non-illuminated, 4’ x 5’ circle sign, which would be centered on the front of the building at the top of the building. The sign would have plastic over and aluminum core, black and white in color. Gehrs then stated that the awnings would be placed over the front windows, the back door and side window. The awnings would be what is called a black and white, but the white is more a light gray. Gehrs stated that the light gray color stays nicer than the white. He stated that the awnings were a canvas material and would be placed over an aluminum framing.

Margaret Hopkins made a motion to accept both applications as presented. Barbara Gearing seconded the motion. Motion passed unanimously.

It was then noted that the minutes for the February 15th meeting had not been approved. Barbara Gearing made a motion to accept the minutes for February 15, 2017 as presented. Margaret Hopkins seconded the motion. Motion passed unanimously.

Election of Chairperson: Due to the death of the current chairperson, Dawn Hentrich, the commission was needing to vote for a new chairperson. The floor was then opened for nominations. Mike Doucleff made a nomination for Debbie Schuneman to be chairperson. Due to no other nominations, Schuneman was made chairperson by default.

Other Business: Debbie Beck stated that she would be transferred to another department in May and that Becky Brunaugh would become the secretary for the commission.

Barbara Gearing asked if Building & Zoning had heard anything from the owners of Lil Mexico, reference coming before the commission with a sign application. Sam Shaw stated that he had sent a letter stating that a sign application was required and that they would need to appear before the commission. As of this date he has not heard from them, so he would now have to issue them a violation. A discussion then ensued about how new businesses would know if they were in the Appearance Review District, with no definitive solutions presented.

It was brought before commission about the window decoration for The Cave. It was noted that the commission could do nothing about the poor taste of the business owners.

A discussion ensued concerning businesses closing and businesses opening in the Appearance Review District.

There being no further discussion or comments from the public, the meeting adjourned at 8:31 am.
