Village of Millstadt Village Board met May 8.
Here is the minutes provided by the Board:
The meeting was called to order by Mike Todd, with the following trustees answering to roll call: Ralph Bowley, Ray Famula, Mike French, Al Lehr, Kurt Pellman, and Mark Todd. The Pledge of Allegiance was recited.
A motion was made by Kurt Pellmann to approve the April 24th minutes. Al Lehr seconded the motion. The motion carried unanimously.
Communications or Correspondence: none
Committee on Accounts: Ralph Bowley stated he reviewed the bills. Ralph Bowley made a motion to pay the bills. Ray Famula seconded the motion. The motion carried unanimously.
Personnel: none
Public Works:
Sewer: Al Lehr stated he talked with Brian. The pump at Parkview Manor went out but Brian believes it will be fixed by Friday, May 12th. Due to all the rain the previous weeks, the maintenance department had to pump in a few different places. There was also a high influx of water at the sewer plant. Mayor Todd stated he, Randy Burk, Don Traiteur, and Kurt Pellmann would be meeting on Tuesday, May 8th to discuss issues due to the high rain flow.
Water: Al Lehr stated the water sample from the new Werner Road water line was rejected. There is too much build up in the line so it will have to be cut and fixed. Then it will be re-chlorinated and re-tested.
Refuse: Al Lehr stated everything is running fine.
Mosquito Control: none
Streets, Alleys, and Sidewalks: Kurt Pellmann stated the maintenance crew have been cleaning out ditches on Jackson Street and Lafayette Street.
Public Buildings, Maintenance, and Equipment: Kurt Pellmann stated the maintenance guys were out on Saturday, April 29th, Sunday, April 30th, and Thursday, May 4th pumping water. They have also been working on new pavers for Frontier Park and painting at the pool. The bucket truck had issues with fuel. The police department had cars at Mertz and Muskopf’s. One of the maintenance trucks had work done at Muskopf’s.
Cable Services and Cell Towers: none
Ordinances and Resolutions: Mike French stated Resolution 17-03 is to approve the expenditure of TIF funds for the demolition of the structure located at 600 South Jefferson Street and owned by the Virgil E. Vollmer Estate. It was not to exceed $5,000 for the demolition. Mike stated proof of expenditures have been received. Mike French made a motion to accept Resolution 17-03 as presented. Ralph Bowley seconded the motion. The motion carried unanimously.
Mike French stated Ordinance 1161 is for Zoning Case V-155 for the property at 202 West Laurel Street owned by Carolyn Theis. Mike explained it is to allow a 19-foot front setback for an open deck. The Zoning Board unanimously agreed to recommend approval of the variance. Mike French made a motion to approve Ordinance 1161 as presented. Ralph Bowley seconded the motion. The motion carried unanimously.
Mike French stated Resolution 17-04 is for the participation of elected officials in IMRF. Mike French made a motion to accept Resolution 17-04 as presented. Ralph Bowley seconded the motion. The motion carried unanimously.
Annexations: Mayor Todd stated the Village hasn’t received anything for the proposed development on Red Barn Farm Road. The annexation is complete; just waiting on information for the final plat.
Parks, Pool, and Recreation: Ray Famula stated the pool is going to open Memorial Day weekend. The maintenance crew should be finished soon with painting there. Ray Page set the new lighting poles at Tuffy Mueth Field. The wrestling matches at St. James on Saturday, April 29th made a profit of over $4,000 to go towards moving the dugouts on Diamonds 2 and Diamond 3 more outside the field of play. Ray stated pool passes are currently on sale in the Village office. Mayor Todd added there would be a Park Board meeting on Tuesday, May 9th at 7 pm at Ott’s.
Cemetery: Ray Famula stated everything is looking good. The rain caused a little bit of a struggle but everything looks good.
Community Center: Mark Todd stated there would be a Community Center Executive Board meeting on Tuesday, May 16th at 6 pm.
Planning Commission & Economic Development: Mike French stated the next Planning Commission meeting is scheduled for Tuesday, May 16th.
TIF: none
Public Safety:
Police Department – none
Emergency Service and Disaster Agency – Travis Jones thanked the Civic Club for the new AED that came in to be put up at the pool. Travis stated he still needs to get a box to keep it in.
Fire Department – none
Building Commissioner: Steve Muskopf stated the following permit was issued:

Old Business: Mayor Todd stated there have been neighbor complaints concerning a foreclosed house on the first block of West Laurel Street. The property owner is supposed to work on the house once the weather breaks.
Mayor Todd stated the copier is broken again. He thinks they found a new one that will work to print the water bills.
New Business: Mayor Todd read the List of Appointments for the new year. Ralph Bowley made a motion to approve the appointments. Ray Famula seconded the motion. The motion carried unanimously.
Mayor Todd read the list of Committee Assignments for the new year. Ralph Bowley made a motion to approve the Committee Assignments. Mark Todd seconded the motion. The motion carried unanimously.
Tracy Holmes swore in Crissy Pipik for her new term as Village Clerk. Crissy Pipik swore in Mike French, Al Lehr, and Mark Todd for their new terms as Trustees and Mike Todd for his new term as Mayor.
Mark Todd stated the Movies in the Park have been scheduled. Friday, June 16Th they will be playing “The Secret Life of Pets.” Friday, September 15th they will be playing “Inside Out.”
Mike French stated the Taste of Millstadt is scheduled for Saturday, May 13th at the Quail Club.
Citizens Comments: Travis Jones thanked everyone that supported the Millstadt Athletic Club wrestling fundraiser. Mayor Todd thanked those that put on the event.
The Vollmer Estate thanked the Board for approving the Resolution concerning their property.
Adjournment: Ralph Bowley made a motion to adjourn the general Village Board meeting and was seconded by Al Lehr. The motion carried unanimously.
