City of Belleville City Council met October 2. 

Here is the minutes as provided by the council:

Mayor Mark Eckert called this meeting to order.

Mayor Eckert explained the disaster procedures. Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.

Mayor Eckert requested City Clerk Jennifer Gain Meyer to call roll. Members present on roll call: Alderman Hazel, Alderman Kinsella, Alderwoman Pusa, Alderman Buettner, Alderman Randle, Alderman Tyler, Alderman Anthony, Alderman Ovian, Alderwoman Schaefer, Alderman Dintelman, Alderman Gaa, Alderwoman Stiehl, Alderman Weygandt, Alderman Elmore, Alderman Wigginton, and Alderman Barfield.

Roll Call Department Heads

Roll Call Department Heads: City Clerk, Jennifer Gain Meyer, City Treasurer Hardt and City Attorney Hoerner. Finance Director, Jamie Maitret; City Engineer, Tim Gregowicz; Director of Maintenance, Ken Vaughn; Human Resource Director, Sherry Favre; Director of Parks and Recreation, Debbie Belleville: Health and Housing Director, Bob Sabo; Director of Public Works, Jason Poole; Director of Wastewater, Royce Carlisle; Director of Economic Development, Annissa McCaskill and Director of Library, Leander Spearman.

Police Chief, Bill Clay excused.

Pledge

Cub Pack 41 from Wingate School led the Pledge of Allegiance.

Moment of Silence Mayor Eckert called for a moment of silence regarding the horrific shooting that occurred in Las Vegas, Nevada on Sunday, October 1, 2017.

Public Hearing

Public Hearing Open: 7:09 p.m.

A Public Hearing before the City Council of the City of Belleville for the Acceptance of credit card payments.

No one present.

City Treasurer Hardt stated this is simply clearing up a Resolution that was previously passed allowing credit card payments.

A Public Hearing before the City Council of the City Belleville for a Right of Way dedication plat for Frank Scott Parkway, parcel # 08-07.0-302-011, 08-07.0-302-012. 08-07.0-302-016, 0807.0-302-019, 08-07.0-302-020, 08-07.0-304-001, 08-07.0-304-002, 08-07.0-302-051.

No one present.

Mayor Eckert stated this plat was never formerly dedicated to the city. This will allow our records to match with St. Clair County and other filing agencies.

Public Participation

Pam 

She is upset that the hospital is moving and realizes it is an improvement; however, what are people Supposed to do without transportation to get to the new hospital.

Dawn Adam 

She states she is a walker and when she walks in front of Lindenwood she almost got hit by a car. The lights on West Main near McDonalds do not work and the cross walk near CVS and Shop-N-Save do not work.

Katie Nelson 

Ms. Nelson is with the Belleville Humane Society and thanks the business owners and Chamber who have collectively worked with them to create a fun community event with the pet parade and block party.

Stewart Lannert 

First, the metal detector is a total waste of money. Anyone with serious intentions in doing damage can stand before going through the metal detector and wipe out the back row and them walk through the metal detector i.e. imaginary line in WWII one can go around it or ignore it.

Belleville wants $12 million from taxpayers for the Meredith Home when public servants have spun the State in $350 billion debt and the Hofbräuhaus will never make a profit unless they have Nazi and Antifa rallies like they did in 1920 Munich, Germany which will bring out the crowds like back then.

Presentations, Recognitions & Appointments

Jalen Williams and Kayla Bell, students from Belleville West High School and the B.A.S.I.C Initiative, recognized the character word of the month "Responsibility" willingness to be accountable for your own actions without blaming others.

Approval of Minutes

Alderman Wigginton made a motion seconded by Alderwoman Schaefer to accept and file the minutes of City Council September 18, 2017 with the corrections.

All members voted aye.

Claims, Payroll, and Disbursements

Alderman Kinsella made a motion seconded by Alderwoman Pusa to approve claims and disbursements in the amount of $1,790,309.53 and payroll in the amount of $837,888.18.

Master Sewer Committee

Alderman Dintelman made a motion seconded by Alderman Hazel to approve the following requests:

o Transfer of water line ownership to Illinois American Water Company.

o IEPA Loan Agreement authorization.

o A time extension Change Order #5 for the LTCP Phase 3 South Side Park Lift Station

and Relief Sewers Project #E04-110194.

Board of Fire and Police

Alderman Anthony made a motion seconded by Alderman Hazel to approve Engineer Jon

Vermeiren to Captain and Firefighter Ryan Mahoney to Engineer effective October 9, 2017 at 12:00 AM.

Ordinance and Legal Committee

Alderman Wigginton made a motion seconded by Alderwoman Schaefer to authorize the acceptance of credit card payments for authorized obligations to the City of Belleville.

Zoning Board of Appeals

Alderman Ovian made a motion seconded by Alderman Anthony to approve 46-Aug-17 - SonomaCap/Adam Hill - A two-fold request for bulk variances to permit a property at 70007009 West Main Street (Parcel number: 07-01.0-417-005) to (a): Maintain a site coverage of 42% and (b) setback reductions to permit the following: Zero (0) in between units; 10 feet on the east and west property lines; a 15-foot rear setback and a 20-foot front yard setback in a "B-1" Multi-family Residence District. (Applicable portion of the Zoning Code: 162.570, 162,092.) Ward 4 A motion was made by Don Rockwell to APPROVE the request. It was seconded by Tim Price. All members present voted in the affirmative. The motion carried 4-0-1.

Alderman Wigginton made a motion Seconded by Alderman Barfield to approve 56-Sept-17Oak Tree Management - A request for a Special Use Permit for a Liquor License for Hofbräuhaus Restaurant at 123 St. Eugene Drive (Parcel: 07030300007) located in a "C-2" Heavy Commercial District. (Applicable portion of the zoning code: 162.248.) Ward 8 A motion was made by Toni Togias to APPROVE the request with the following stipulation. (I) In the name of the applicant only. It was seconded by Tim Price. All members present voted in the affirmative. The motion carried 4-0-1.

Administration

Alderman Tyler made a motion seconded by Alderwoman Pusa to approve to purchase the property at 326 North 10th Street from the St. Clair County Trustee in the amount of $779.25.

Communications

Alderman Dintelman made a motion seconded by Alderwoman Schaefer to approve the following requests:

Howl-O-Ween Pet Parade, 10/29/2017. Request from the Belleville Humane Society to hold their annual Pet Parade on October 29, 2017 from 1:00 p.m. - 2:00 p.m. with applicable street closures

Humane Society Block Party, 10/29/2017. Request from the Belleville Humane Society to hold a block party on October 29, 2017 from 1:00 p.m. to 4:00 p.m. Requesting the closure of the 1st block of East Main Street between IL 159 and High Street from 11:00 a.m. to 5:00 p.m.

All members voted aye.

Discussion.

Alderman Wigginton asked what happens during the block party; there are animal Welfare organizations and families that attend, there is a bounce house, rock painting, food truck, photo booth.

Mayor Eckert stated there will be a couple of parking stalls strictly for Ben's.

Alderman Wigginton asked about the businesses that were polled; Mayor Eckert stated the businesses have come to an agreement and acceptance and compromise regarding the event.

Alderman Hazel made a motion seconded by Alderwoman Pusa to read Resolution 3313 and 3314 by title only.

Alderman Buettner made a motion seconded by Alderman Tyler to approve the following Resolutions:

RESOLUTION 3313

A Resolution of the City of Belleville, Illinois authorizing the execution of the Dedication of Right-of-Way for Frank Scott Parkway.

RESOLUTION 3314 A Resolution authorizing execution of a purchase contract with the St. Clair County Tax Agent for 326 North 10th Street.

Alderman Kinsella made a motion seconded by Alderman Gaa to approve the following Ordinances:

ORDINANCE 8105-2017 An ordinance authorizing the acceptance of credit card payments for authorized obligations to the City of Belleville.

ORDINANCE 8106-2017 An Ordinance authorizing the City of Belleville (St. Clair County), Illinois to

borrow funds from the Water Pollution Control Revolving Loan Program.

ORDINANCE 8108-2017 A ZONING ORDINANCE IN RE 46-Aug-17 -SonomaCap/Adam Hill.

ORDINANCE 8109-2017 A ZONING ORDINANCE IN RE56-Sept-17- Oak Tree Management.
