City of Alton Committee of the Whole met Nov. 6.

The meeting was called to order by Chairman MacAfee.
Roll Call of members present or absent was as follows:

Also in attendance were Mayor Walker; Comptroller Ontis; Wastewater Treatment Operations Supervisor Gibson; Director of Development and Housing Caffey; Fire Chief Sebold; Deputy Police Chief Buhs; Director of Parks & Recreation Haynes; City Treasurer Foster; Director of Public Works Barnhart; Personnel Director Scoggins; City Council Coordinator Clark; City Attorney Rodney Caffey; Corporation Counselor Schrempf.
Chairman MacAfee presented the Discount and Special Bills paid as listed in the Comptroller’s Report dated November 6, 2017 be approved and a Resolution authorizing same be presented at Wednesday’s Council Meeting. Mr. Campbell made a motion, seconded by Mr. Boulds, that said bills be approved. The motion passed by the following vote:

Chairman MacAfee presented the following Laid Over Resolution, re: That the Corporation Counselor is hereby authorized and directed to prepare an ordinance eliminating the rank of Captain within the police department in the City of Alton in all places as set forth in Chapter 3 of Title 3 of the City Code of the City of Alton, Illinois. Mr. Boulds made a motion, seconded by Ms. Smith, that said Laid Over Resolution be Placed on File. The motion passed by the following vote:

Chairman MacAfee presented the following resolution, re: The City Council of the City of Alton, Illinois feels it is appropriate to accommodate the growth of the sale of craft beers in accordance with the new practices utilized by many liquor licensees in other areas and that the attached ordinance be considered. Mr. Boulds made a motion, seconded by Mrs. Elliott, that said resolution be approved.
Mr. Campbell presented the following amendment:
WHEREAS, the City of Alton has experienced the growth of microbreweries and liquor licensee’s selling a wide variety of craft beers in non-traditional methods; and
WHEREAS, the City Council of the City of Alton, Illinois feels it is appropriate to accommodate the growth of the sale of craft beers in accordance with the new practices utilized by many liquor licensees in other areas.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALTON, ILLINOIS that the attached ordinance be considered. Mr. Campbell made a motion, seconded by Mr. Boulds, that said amendment be approved. The motion passed by the following vote:

Mrs. MacAfee presented the following resolution, re: That the Mayor and appropriate City officials to be designated by the Mayor are hereby authorized and directed to sign the attached Lease Agreement between the City of Alton and Gregory Martin, Sr. Ms. Smith made a motion, seconded by Mrs. Elliott, that said resolution be approved. The motion passed by the following vote:

Mr. Brake made a motion, seconded by Ms. Smith, that said resolution be approved. The motion passed by the following vote:

Mrs. MacAfee presented the following Bid Report and Resolution, re: Bid #2017 – 21 Contract for Janitorial Supplies – Cleaning Products for Various Departments of the City of Alton. Mr. Boulds made a motion, seconded by Mrs. Elliott, that the best bid of St. Peter’s Hardware is accepted for Bid #2017 – 21 Contract for Janitorial Supplies – Cleaning Products, for Various Departments of the City of Alton. The motion passed by the following vote:

Ms. Hampton took the floor and spoke regarding garages & carports – ordinances.
