City of Edwardsville Public Safety Committee met November 13.

The regular meeting of the Edwardsville Public Safety Committee was called to order by Alderman SJ Morrison, Acting Chairman at 5:01 p.m. in the Council Chambers with quorum present: Alderman SJ Morrison and Alderman Chris Farrar. The Chair excused Alderman Will Krause,
Public Comment - Discussion of State Route 157 and Center Grove Road
The residents of Edwardsville expressed concerns of the safety at the following intersections:
•State Route 157 and Center Grove Road
•State Route 157 and Governors Parkway
•State Route 157 and Lewis Road and University Drive
Some of the concerns mention was crosswalks, poor lighting, speed of vehicles, traffic light timing and deer population.
The State of Illinois has jurisdiction of any intersections in the proximity of Route 157 so any changes must go through the state. The city has requested a study of speed control on Route 157 from illinois Department of Transportation (DOT). The city has received grant funding for two improvements at Route 157 and Center Grove Road and EDOT would like to see those changes implemented before doing a speed control study. The first project is adding a northbound right turn and dual left turn lanes. That also would keep intact pedestrian crossing. The second project is another grant to Connect a 10 foot shared-use path from the nature trail along the west side of Route 157. Both of these projects should go into construction in 2018. The city is also waiting for approval of a grant for a pedestrian signal and pedestrian crossing at Route 157 at Lewis Road.
Adding more lighting along Route 157 between Center Grove Road and Governors Parkway was discussed. This would require a utility permit from IDOT and would have to meet the guidelines established through the Bureau of Design and Environmenta Manual. The city would be responsible for the funding for more lighting.
Other discussions included making the intersection a "no right on red", reducing the 45 mile-per-hour speed limit on Route 157, changing the timing of the stoplights or adding a green arrow for turning left instead of yielding to oncoming traffic and different ways to prevent deer crossings. Alderman Morrison wants to continue the discussion on the next agenda to look at the possibility of lighting and other improvements.

Action items:
•Approval of Capital Purchase and complete outfitting of three (3) new 2018 Ford Explorer's interceptor Police Vehicles in the amount not to exceed $109,200.00 The purchase of three (3) new 2018 Ford Explorer's Interceptor Police Vehicles has been budgeted under the Capital Expenditures and Annexation Fund. The price estimate for the purchase of three (3) new police vehicles includes:
oThe estimated vehicle cost at $88,170.00 from whomever wins the state bid
oThe equipment and installs from TrueLine at $16,382.00
oVehicle graphics from Adgraphix at $1,374.00
oThe federal signal light bars from Ray O'Herron at $3,225.00
Edwardsville Police Department (EPD) would rotate two (2) vehicles out of the EPD fleet with the purchase of three (3) which will increase the EPD's fleet by one (1) vehicle. The equipment in the two (2) vehicles that is rotating out will be removed and installed in the new vehicles. EPD will need to buy equipment for just one (1) new vehicle and this comes out of the EPD's operational budget.

All were in favor to move forward to the Finance Committee as an action item. Motion carried.

•Approval of minutes of Closed Session October 30, 2017
At the last Public Safety meeting was a Closed Session. The Open Meetings Act (OMA) requires Closed Sessions are reviewed every six (6) months to see if the information from those meetings should be opened. There is no reason to carry it since at the Committee level there won't be a routine six (6) month review; Chief Welle put it on the agenda to be opened. This is an item that was talked about at a Closed Session at the City Council meeting and formally acted upon. Alderman Farrar motion for the Approval of minutes of Closed Session October 30, 2017, second by Alderman Morrison. All were in favor. Motion carried.
Informational Items:
•Public Safety Building update
The new Public Safety building is getting closer to completion. There will be a hard move date the weekend of December 15, 2017. IT Specialist Devin Gray is working diligently to get everything Coordinated in terms of radios, pagers, telephone systems, dispatch consoles and 91-1. All of this needs to be coordinated in an efficient way. Dispatch furniture is scheduled to be completed by the end of next week. Wireless USA will build and install the new Dispatch consoles on December 6",7" and 8". A ribbon cutting and tours will be at 9:00 a.m., Saturday, December 2, 2017.
•Stop the Bleed Program update
Stop the Bleed is a new Federal program. It teaches the general public in a quick and efficient way how to control bleeding in a mass causality instances. This is an hour long program and it's free. The response has been tremendous and looking to maybe expanding it next year.

•An Ordinance Amending Chapter 114, Article II, Division 3 of the Codified Ordinances of the City of Edwardsville (Designation of Stop Intersections) - Intersection of Home Avenue and Brinkmann Avenue It was brought to the attention of Public Works that there is currently no means of traffic Control at the intersection of Home Avenue and Brinkmann Avenue. Home Avenue functions as the major road while Brinkmann Avenue functions as the minor road. Two (2) Way stop signs should be installed at this intersection. The stop signs will be on Brinkmann Avenue.

Informational items:
•Change Order #18 to IMPACT Strategies in the amount of $1,686.00 for the Public Safety Facility This Change Order is to install microphones in the Holding #1 and #2 and Mass Arrest #1 and #2 rooms. Microphones were not an option for the camera systems installed. Microphones are required in these rooms.
•Change Order #19 to IMPACT Strategies in the total amount of $9,376.00 for the Public Safety Facility
RFP #37 is to add four (4) additional vertical grab bars in the ADA showers for the amount of $287.00. RFP #39 is to finish back panels at the taller casework along the Fire Department bunk area walls for the amount of $1,889.00. RFP #40 is for additional sod around the building. The parking lot that was added was to be seeded. It was decided to sod it instead for the amount of S7,200.00.
•Change Order #20 to IMPACT Strategies in the amount of $1,873.00 for the Public Safety Facility This Change Order is to provide safety railing attransition from the outside patio to adjacent ADA ramp into the building for the amount of $1,873.00. There is a six (6) inch ledge by the apparatus bay area and kitchen/day room. It was decided to add a pedestrian guard railso no one can step off of it.
The next meeting of the Public Safety Committee will be Monday, November 27, 2017 at 5:00 p.m. in the Council Chambers at City Hall.
