II. Items forwarded to Council:

A, Approval of Minutes from the Public Services Committee meeting of November 1, 2017:

Alderman Burns made a motion to recommend Approval of the Minutes from the Public Services Committee meeting of November 1, 2017. Alderman Louer seconded the motion. Al Ayes. Committee forwarded to Council for information.

B. Approval of Sole Source Resolution Authorizing the Purchase of Decorative Street Sign Posts from Brandon industries Inc. in the total amount of $17,505.40:

David Sirko explained that Brandon Industries has previously provided the decorative street sign posts for the city, The decorative street sign posts will make all of the street name signs and stop signs uniform along North Main Street from College Street to Phillipena Street. This material purchase was budgeted this fiscal year and the installation will be performed utilizing in-house forces. Alderman Burns made a motion for Approval of Sole Source Resolution Authorizing the Purchase of Decorative Street Sign Posts from Brandon Industries Inc. in the total amount of $17,505.40, Alderman Louer seconded, All Ayes, Forwarded to Council for approval,

C. Resolution authorizing the submittal of an application for an Illinois Transportation Enhancement Program Grant for the Installation of a Shared Use Path along State Highway 157:

Ryan Zwijack explained that this application is part of an overall transportation plan along the State Route 157 Corridor, This application is for a shared use path between the MCT Goshen Trail, near Esic Drive, and University Drive/Lewis Road and also includes a signalized crosswalk across State Route 157, pending approval by IDOT at University Drive, Eric Williams explained that this a Competitive grant that is running statewide, so there is no guarantee that Edwardsville will receive the grant, Alderman Burns made a motion for Approval of Resolution authorizing the submittal of an application for an Illinois Transportation Enhancement Program Grant for the Installation of a Shared Use Path along State Highway 157. Alderman Louer seconded. All Ayes. Forwarded to Council for approval,

D. Resolution authorizing the submittal of an application for an Illinois Transportation Enhancement Program Grant for the installation of a Shared Use Path adjacent to the Watershed Nature Center:

Ryan Zwijack explained that this is a grant that will Connect the MCT Watershed Trait to the Watershed Nature Center with a pedestrian Crossing at Tower Avenue. There is currently no ADA accessible Connection between the trail and the center. This grant would provide 80% of the funding for this project. Alderman Louer made a motion for Approval of a Resolution authorizing the submittal of an application for an Alinois Transportation Enhancement Program Grant for the Installation of a Shared Use Path adjacent to the Watershed Nature Center. Alderman Burns seconded. All Ayes, Forwarded to Council for approval.

E. An Ordinance Amending Chapter 114 Article II, Division 3 of the Codified Ordinances of the City of Edwardsville-Intersection of Home Avenue and Brinkmann Avenue:

David Sirko explained that this item was previously presented to the Public Safety Committee and was forwarded to Public Services Committee with a recommendation to approve, Ryan Zwijack explained this is a four way intersection that currently has no traffic control devices. Stop signs will be placed on Brinkmann Avenue as this road functions as the minor leg of the intersection, Alderman Louer made a motion for Approval of An Ordinance Amending Chapter t14 Article II, Division 3 of the Codified Ordinances of the City of Edwardsville-Intersection of Home Avenue and Brinkman Avenue, Alderman Burns seconded. All Ayes. Forwarded to ACS for approval,

III. Old Business: None

IV. Business: Eric Williams shared an information item from the Public Safety meeting on Monday, November 13, 2017. There was discussion about concerns regarding the State Route 157 corridor, including speed, signal timing, lighting, and pedestrian accessibility and potential improvements.

V. Information for Council Agenda:

A. Next Public Services Committee meeting will be held in the Governor Edwards Conference Room (Committee Room) of the City Hall Building on November 28, 2017 at 4:30 pm.

VI. Adjournment:

Alderman Louer made a motion to adjourn, Alderman Burns seconded the motion, Committee adjourned at 6:01 p.m.
