City of Fairview Heights Community Committee met Oct. 18.

Here is the minutes provided by the Committee:

Committee Members in attendance - Frank Menn, Ryan Vickers, Pat Baeske, Harry Zimmerman, Bill Poletti, Mayor Mark Kupsky, Ex-officio

Approval of September 20, 2017 Minutes 

Motion and second to correct said minutes on page 2, last paragraph, last Sentence to read. "Motion carried on 4 yeas and 1 nay" and to approve said minutes as amended were made by Aldermen Bill Poletti/Pat Baeske. Motion carried.

Development Committee

Economic Development Director's Report 

Director Malloy presented his written report to Committee for review. There were no questions.

Parks & Recreation Committee

Alderman Frank Menn, Chairman

Parks and Recreation Director's Report 

Director Beaston presented the Director's written report to Committee for review. There were no questions.

St. Clair County Parks Grant Commission Approval 

Director Beaston presented a request to enter into a Contract with the St. Clair County Parks Grant Commission for funding for the Renovation of the Grandstand located in Everett Moody Park.

Motion and second to recommend to City Council a Resolution entering into a Contract with the St. Clair County Parks Grant Commission for funding for the Renovation of the Grandstand located in Everett Moody Park were made by Aldermen Bill Poletti/Pat Baeske. Motion carried.

Planning Committee

Land Use & Development Director's Report 

Director Tolliver presented the Director's written report to Committee for review. There were no questions.

PC12-17 Zoning Map Amendment 412 St. Clair Road, Ernest Watkins 

Director Tolliver briefed Committee on Planning Commission case PC12-17 Zoning Map Amendment for 412 St. Clair Road, Ernest Watkins. Planning Commission recommended approval of the request.

Ernest Watkins was present and available to answer questions.

Motion and second to recommend to City Council approval of PC12-17 Zoning Map Amendment for 412 St. Clair Road, Ernest Watkins in accordance with the recommendation of the Planning Commission were made by Aldermen Bill Poletti/Pat Baeske. Motion carried.

PC17-17 Development Plan, 122 Lincoln Highway, Ramon Garcia 

Director Tolliver briefed Committee on Planning Commission case PC17-17 for 122 Lincoln Highway, Ramon Garcia. Planning Commission recommended approval of the request.

Motion and second to recommend to City Council approval of PC17-17 regarding a Development Plan in Planned Business in accordance with the recommendation of the Planning Commission were made by Aldermen Frank Menn/Bill Poletti. Motion carried.

Grothaus Subdivision - Minor Plat 

Director Tolliver briefed Committee on a request from Mellennia Professional Services, on behalf of Dennis & Patricia Grothaus approval of a Minor Subdivision Plat, Grothaus Subdivision, to subdivide one lot into two along Summit Drive and Glenwood Drive.

Motion and second to recommend to City Council a Resolution approving a Minor Subdivision Plat, Grothaus Subdivision, to subdivide one lot into two along Summit Drive and Glenwood Drive were made by Aldermen Bill Poletti/Pat Baeske. Motion carried.

Short Term Rentals 

Director Tolliver briefed Committee on Short Term Rentals and requested possible alternative solutions to protect the health and safety of residents and guests in the City.

Committee Consensus was for staff to work with the City Attorney to develop legislation prohibiting or banning short term rentals.

Gaming Parlor-Hall 

Director Tolliver requested City Council consider defining Gaming Hall, or Parlor's or Cafe and listing the same as a Special Use in the commercial districts.

Committee directed staff to work with the City attorney to draft legislation to define Gaming ParlOrS-Halls.
