Here is the minutes provided by the Council:

Mayor Mark Eckert called this meeting to order.

Mayor Eckert explained the disaster procedures. Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.

Mayor Eckert requested City Clerk Jennifer Gain Meyer to call roll. Members present on roll call: Alderman Hazel, Alderman Kinsella, Alderwoman Pusa, Alderman Buettner, Alderman Randle, Alderman Tyler, Alderman Anthony, Alderman Ovian, Alderwoman Schaefer, Alderman Dintelman, Alderman Gaa, Alderwoman Stiehl, Alderman Elmore, Alderman Weygandt, Alderman Wigginton and Alderman Barfield.

Ms. Nelson is present from the Belleville Area Humane Society and thanked Mayor Eckert, City Clerk, Jenny Meyer, Health and Housing and Legal Review for taking time to learn about Trap Vaccinate-Neuter Release Program (TVRN) and your consideration.

PRESENTATIONS RECOGNITIONS & APPOINTMENTS

Madison Young from Belleville East, Taylor Dale from Belleville East, Lauren Borik from

Althoff, and Olivia Mallacar from Althoff recognized the Character word of the month "PEACE' working and living in harmony with each other.

Mayor Eckert presented a plaque to Lindenwood, with Dr. Thomas Trice accepting, for their generosity in making available a meeting room at their facility during the City Hall renovations.

Mayor Eckert read a Proclamation recognizing Perioperative Nurse Week.

APPROVAL OF MINUTES

Alderman Wigginton made a motion seconded by Alderwoman Pusa to accept and file the minutes of City Council October 16, 2017.

All members voted aye.

CLAIMS, PAYROLL AND DISBURSEMENTS

Alderman Anthony made a motion seconded by Alderman Kinsella to approve claims and disbursements in the amount of $1,855,738.77 and payroll in the amount of $870,374.01.

ORDINANCE AND LEGAL COMMITTEE

Alderman Wigginton made a motion seconded by Alderman Hazel to approve amending Title IX (General Regulations), Chapter 90 (Animal Control), Section 90.06 (Animal Care) of the Revised Ordinances of the City of Belleville, IL. (Trap-Vaccinate-Neuter Release Program).

PUBLIC HEALTH AND HOUSING COMMITTEE

Alderwoman Pusa made a motion seconded by Alderman Hazel to approve scrapping a 2003 Ford Taurus due to mechanical issues and 1 10,000 plus miles (VIN #: 1FAFP55U33A219683)

Alderwoman Pusa made a motion seconded by Alderman Hazel to approve the bid of $26,300.00 from Hank's Excavating Inc. for the expedited demolition of Southside Park Improvement Hall located at 800 South 6th Street due to safety conditions.

Discussion.

Mayor Eckert stated Southside Hall has been around a long time and is a city building. The association no longer exists. The building was inspected there is a part of the roof where the trusses snapped and the building is unsafe.

ADMINISTRATION

Alderman Ovian made a motion seconded by Alderman Tyler to donate one (1) original pew from Council Chambers to the Belleville Historical Society for display at the Mid-Century Museum.

Alderman Wigginton made a motion seconded by Alderwoman Stiehl to approve the acceptance of the awarded St. Clair County Grant in the amount of $50,000.00 for Bicentennial Barn.

Discussion.

Mayor Eckert stated the total cost has not been determined. Mayor Eckert stated he is excited about the project and accepting the grant; however, at the same time the budget must be addressed due to State of Illinois revenue being down.

Alderman Wigginton stated he thinks this is good for the city and Bicentennial Park.

COMMUNICATIONS

Alderwoman Schaefer made a motion seconded by Alderwoman Pusa to approve the following communications:

Communication from BHS, Koerner House, neighbors of Abend and Garfield requesting the “The Old Belleville Historic Luminary Walk” on Saturday, December 9 (5:00 p.m. - 9:00 p.m.). Requesting to close East Garfield from Mascoutah Avenue to Abend Street and Abend Street from East Lincoln to East Garfield. (Requesting the streets to be closed from 12:00 p.m. to 10:00 p.m. for set-up and clean-up). This event will have candle lit luminaries lining the street, there will be Carolers and Choirs, refreshments, open houses and museums and a virtual Street tOur.

Communication from Lindenwood University-Belleville requesting to hold a 5K on Saturday, November 17, 2017 at 9:00 a.m. with applicable street closures.

Alderman Barfield made a motion seconded by Alderman Kinsella to approve the Communication from Boy Scouts of America Greater St. Louis Area Council to host a Twilight Camp starting on Monday June 25 - Thursday June 28, 2018 from 4:30 p.m. to 8:30 p.m. and utilize Bicentennial Park.

Discussion.

Alderman Randle asked what material is being used for the wall; Mr. Schubert stated cloth with metal material is being used and there is a berm behind the trees. Mayor Eckert stated Captain Eiskant met with the police department, reviewed the location and found it acceptable. Alderman Randle asked what material will be used regarding the sling shot; Mr. Schubert stated beans.
