City of Alton Committee of the Whole met June 25. 

Here is the agenda as provided by the committee:

1. Call to Order.


2. Roll Call.

3. Audit of Accounts.

4. Resolution, re: That an ordinance be considered establishing parking restrictions on East

     Fourth Street between Alby Street and Easton Street as indicated on the attached colored

     diagram.

5. Resolution, re: That the attached Lease Agreement between the City of Alton and The

     Underground, be and hereby is approved subject to The Underground complying with the

     requirements in establishing a sidewalk café.

6. Resolution, re: That the Mayor and appropriate City officials are hereby authorized and

     directed to accept on behalf of the City of Alton a deed in proper recordable form

     conveying the interest of the present owners of 1224 W. 9th Street, Alton, Illinois to the

     City of Alton

7. Resolution, re: That its officials and agents are hereby authorized to pursue appropriate

     legal action against such properties in the Circuit Court as listed below: 78 E Elm.

8. Resolution, re: That its officials and agents are hereby authorized to pursue appropriate

     legal action against such properties in the Circuit Court as listed below: 3 E. 10th.

9. Resolution, re: The City Council of the City of Alton, Illinois deems it advisable to

     amend the current no parking ordinance establishing a “No Parking” zone on the west

     side of 2500 block of Virden, so as to enforce “No Parking” only Monday through Friday

     from 7:00 a.m. until 4:00 p.m. and that the attached ordinance be considered.

10. Resolution, re: Alton Main Street has requested to use City owned property consisting of

     the parking lot next door to Jacoby Arts Center on Broadway and the sidewalks on the

     south side of Broadway Street between Henry Street and Ridge Street for a “Night

     Market on Broadway” on Thursday evenings in July and August from 7:00 p.m. until

     10:00 p.m.

11. Resolution, re: That its officials and agents are hereby authorized to pursue appropriate

     legal action against such properties in the Circuit Court as listed below: 1414 Fletcher.

12. Resolution, re: That the following described street(s)/road(s) structure be improved under

     the Illinois Highway Code. Work will be done by Contract for Roadway/Street

     Improvements Brown Street from Washington Ave to Worden Ave. and that the

     proposed improvement shall consist of application fee for federal funding of the proposed

     project under the federal Surface Transportation Program.

13. Resolution, re: That the City Council consider a Budget and Appropriation Ordinance for

     the fiscal year commencing the 1st day of April, 2018 and ending the 31st day of March,

     2019.

14. Resolution, re: Scheffel and Company, PC has performed the annual audit for the City of

     Alton for a number of years, and the City Comptroller recommends the retention of

     Scheffel and Company, PC to do the annual audits for the year ending March 31, 2018

     and that the Mayor is hereby authorized and directed to execute the attached proposal for

     professional services directed to the City of Alton from Scheffel and Company, PC dated

     April 30, 2018.

15. Resolution, re: The Greater Madison County Federation of Labor is sponsoring a Parade

     in the City of Alton and this parade will require the temporary closure of Illinois Route

     140, a State Highway in the City of Alton from Brown Street to College Avenue and

     from Washington Avenue to Clawson Street and that this closure shall occur during the

     approximate time period between 10:00 A.M. and 11:30 A.M. on August 25th, 2018.

16. Adjourn.
