a. Resolution, re: Finance Committee Bills be allowed and payment be made.

b. Resolution, re: That a portion of certain streets be closed on September 22, 2018, to facilitate the Miles for Meso walk sponsored by Simmons, Hanley, Conroy.

c. Resolution, re: The Alton Knights of Columbus has requested, that East 4th Street between Langdon and George Streets be closed on August 10, 2018 from 3:30 p.m. to 10:00 p.m. to facilitate a Knights of Columbus Family Night.

d. Resolution, re: The City of Alton entered into an Contingent Fee Professional Agreement with Azavar Audit Solutions Inc. in October 2011 and the Comptroller and Treasurer of the City of Alton have now recommended that it appears that the existing agreement with Azavar Audit Solutions Inc. can be terminated.

e. Resolution, re: The City Council of the City of Alton, Illinois deems it advisable to amend the current no parking ordinance establishing a “No Parking” zone beginning at the east side of 3301 Belle Street to the north west corner of Hawthorne and Belle Street and that the attached ordinance be considered.

f. Resolution, re: The City Council of the City of Alton, Illinois deems it advisable to repeal Ordinance No. 6954 which established handicapped parking spaces in front of 533 E. Tenth Street and that the attached ordinance be considered.

g. Resolution, re: The City of Alton desires to enter into formal agreement with Melea Pearson to lease a vacant lot owned by the City of Alton located at 1312 Highland Ave. and that the mayor and appropriate city officials are hereby authorized and directed to execute the attached lease agreement between the City of Alton and Melea Pearson.

h. Resolution, re: It has been suggested to the City Clerk that Ordinance No. 7618 recently adopted by the City Council of the City of Alton, Illinois was redundant and unnecessary because of Ordinance No. 6376 previously adopted by the City Council of the City of Alton, Illinois in 1999 and upon further examination the City Council agrees that Ordinance No. 7618 was redundant and necessary and that the attached ordinance be considered.

i. Resolution, re: The traffic division of the City of Alton Police Department has received a request for a handicap parking space in front of 755 Park Drive and that the attached ordinance be considered.

j. Resolution, re: That its officials and agents are hereby authorized to pursue appropriate legal action against such properties in the Circuit Court as listed below: 3304 Humbert.

k. Resolution, re: The Illinois General Assembly has recently enacted Public Act 100- 0585, known as the Small Wireless Facilities Deployment Act (the Act), which becomes effective on June 1, 2018 and that the attached ordinance be considered.

l. Resolution, re: The City of Alton desires to enter into a formal agreement with Heitz Optical to lease the north half of the City right-of-way for Claire Avenue and adjacent to Heitz Optical at 2415 E. Homer Adams Parkway and that the Mayor and appropriate City officials to be designated by the Mayor are hereby authorized and directed to sign the attached Lease Agreement between the City of Alton and Heitz Optical.

m. Resolution, re: That its officials and agents are hereby authorized to pursue appropriate legal action against such properties in the Circuit Court as listed below: 3016 Glenwood.

8. First Reading Of Ordinances. (Mayor Pro Tem)

a. Ordinance No. 7647. An Ordinance regulating parking on East Fourth Street between Alby Street and Easton Street. (Lay-Over)

b. Ordinance No. 7648. An Ordinance establishing limited hours of no parking on the west side of the 2500 block of Virden. (Lay-Over)

9. Second Reading Of Ordinances. (Mayor Pro Tem)

a. Ordinance No. 7645. An Ordinance establishing an administrative procedure for assessing and determining claims under PSEBA. (Adopt – Roll Call)

b. Ordinance No. 7646. An Ordinance granting a Special Use Permit to allow a commercial tower at 1651 Storey Lane, Alton, Illinois. (Adopt – Roll Call)

12. Approval Of Actions Taken Under Suspension Of Rules At Prior Meeting.

a. Ordinance No. 7644. An Ordinance making an annual appropriation for the City of Alton, in the County of Madison, State of Illinois, for the fiscal year beginning April 1, 2018, and ending March 31, 2019.

b. Resolution, re: That the City Clerk is hereby authorized and directed to publish in The Telegraph one time, not less than fifteen (15) days nor more than thirty (30) days prior to August 22, 2018, the attached notice of public hearing on Annexation Agreement relating to a tract of land comprising approximately 286 acres, more or less, of land located west of Fosterburg Road and west of the City of Alton public works facility and north past Harris Lane and past I-255 more particularly identified by Madison County Tax Identification Numbers.

c. Resolution, re: That the Comptroller is authorized and directed to pay Schwartzkoph Printing Inc. $250.00 in payment of the attached invoice as recommended by the Alton Municipal Band Commission.
