j. Resolution, re: The Information Technology Director desires to offer fingerprinting services to the residents and nonresidents of the City of Alton and that the attached ordinance be considered.

k. Resolution, re: That the City Treasurer is hereby authorized and directed to make payment from the Western Military Academy Memorial Site Fund to Alton Memorial Sales for four memorial bricks in the amount of $66.00 pursuant to the minutes and invoice attached.

l. Resolution, re: To commence with demolition proceedings concerning 2725 Bostwick.

m. Resolution, re: East End is sponsoring a Halloween Parade in the City of Alton which constitutes a public purpose and will require the temporary closure of streets on October 31, 2018.

n. Resolution, re: That the City Comptroller is hereby authorized and directed to solicit bids for the replacement of the roof at Alton Fire Department Station 2.

o. Resolution, re: The Comptroller has made various recommendation to amend the Annual Budget Ordinance, Ordinance No. 7644 and that the attached ordinance be considered.

p. Resolution, re: That Mayor and appropriate officials are hereby authorized to execute an amendment to the Alton Square Mall Redevelopment Agreement in the form as recommended by the Director of Planning & Development.

q. Resolution, re: That the City Treasurer is hereby authorized and directed to make payment from the Oriental Garden Fund to Waldbart in the amount of $1,633.50 and payment to Peggy Tavernier in the amount of $34.97 pursuant to the minutes and invoices attached hereto.

r. Resolution, re: Bid #2018 – 18, Asbestos Abatement at 3303 Hillcrest Avenue and 1620 Worden Avenue for the Building and Zoning Department.

a. Laid Over Ordinance No. 7660. An Ordinance vacating a portion of Easton Street.

14. APPROVAL OF ACTIONS TAKEN UNDER SUSPENSION OF RULES AT PRIOR MEETING.

a. Resolution, re: Marquette Catholic High School has requested, that 4th Street beginning at 4th Street and George and ending at 4th Street and Langdon be closed on September 22, 2018, from 8:00 a.m. until midnight.

b. Resolution, re: That the City Treasurer is hereby authorized and directed to make payment from the Alton Municipal Band Fund to the various independent professionals for the respective professional services rendered.

c. Resolution, re: That the Public Works Department be and is hereby authorized to solicit proposals using Federal QBS procedures for engineering services required for the TAP sidewalk project on College Avenue, Johnson Street, and Rock Springs Drive identified as MFT Section 17-00231-02-SW.

d. Resolution, re: That Amelia Street from the west end of the Tabernacle Missionary Baptist Church located at 2621 Amelia Street to its intersection with Clawson Street be closed on September 15, 2018, from 12:00 p.m. until 6:00 p.m. to facilitate a church event.

e. Resolution, re: That a public hearing be held before the City Council at its regular meeting of October 24, 2018, pursuant to 65 ILCS 5/11-91-1, to consider the vacation of a portion of unimproved alley located between Walker Street and Bozza Street essentially parallel to and west of Washington Street as legally described on the attached legal description and map and that the City Clerk shall publish notice of the public hearing with regard to this matter at the earliest possible date.

f. Resolution, re: The City of Alton Information Technology Director has recommended that the City enter into an agreement with Charter Communications for bandwidth upgrade of the radio tower and installation of fiber at fire house 2 to allow all departments to efficiently communicate with each other and that the Mayor and appropriate city officials are hereby authorized and directed to execute on behalf of the City of Alton the attached CUSTOMER SERVICE ORDER.

g. Amended Ordinance No. 7665. An Ordinance approving an annexation agreement between the City of Alton and Larry Manns.

h. Resolution, re: The City Council of the City of Alton, Illinois has approved a Annexation Agreement between the City of Alton and Larry Manns pursuant to all appropriate and legally required notices, including a public hearing, concerning approximately 286 acres as more specifically identified in said Agreement and that the attached ordinance completing the annexation be considered.

i. Ordinance No. 7666. An Ordinance annexing certain territory to the City of Alton, Madison County, Illinois.
