City of Alton Americans with Disabilities Act Committee met September 19.

Here is the minutes as provided by the committee:

A meeting of the ADA Committee was called to order at 10:05 a.m., on September 19, 2018, at Alton City Hall, 101 E. Third Street, Alton, Illinois.


Members Present: Michael Haynes, Sue Wuellner Derr, Mary Boulds, Bernie Sebold, Jarvis Swope, Cathy Contarino and Chairman Deanna Barnes

Sue Wuellner Derr made a motion to approve the minutes of the October 18, 2017, meeting, seconded by Michael Haynes. Motion passed unanimously.

The Committee reviewed the recommendations for 2018 and 2018-2022.

Fire Chief Sebold reported that the Fire Department maintains lists of residents needing assistance updated per St. Anthony’s, especially people with that are on oxygen and Apria provides that information as well. Fire stations were both updated with signs and parking spaces for handicap accessibility. Chief Sebold also suggested that Facility Managers are needed to make an emergency evacuation plan for public buildings. He needs drawings to make a plan. Go to restrooms for storms. City Hall is done.

Jarvis Swope stated that he did a state review of the websites and works with IMPACT CIL to keep websites accessible. Any concerns are addressed immediately.

Michael Haynes recommended we check with the staff at Spencer T. Olin Golf Course, Mary Campbell regarding ADA issues related to the golf course.

Michael recommends that the Foresters shed is not open to the public and is rarely utilized.

He also stated that a circular path was developed at the Gordon Moore Heartland Prairie through a partnership with the Nature Institute to fund and add handicap access. Michael also said that the new Concession Stand 1 and bathrooms meet all ADA requirements. Concession stand 2 will be upgraded when improved. The new accessible playground has been well received.

Jarvis said that the parking lot has been upgraded with a handicap space at the Wastewater Treatment plant.

Michael stated that the tennis court upgrade has addressed parking lot striping, accessible signage and accessible routes. As other areas are updated in the park accessibility will be improved. 50 % of new picnic tables are accessible.

The Dormann Square area is being cleaned out.

Bridge is closed at Gordon Moore. Cathy will review Gordon Moore with Michael for updates.

       New fountain at playground is accessible

Oriental Gardens have been upgraded to ADA standards

The James H. Killion Park at Salu has new sidewalks and improved accessibility.

North Side Park is being cleared out and new lighting is needed.

Rock Spring Park is being brought to ADA standards as improvements are made.

Fire Chief said that CAD technology would help with completing emergency evacuation plans for all city-owned properties.

The Bank of Edwardsville building is for sale.

It was suggested that the New Cell Tower be moved to IT or Fire.

It was suggested that the blow dryers at the Train station need to be adjusted.

The Committee will meet again in October 18th at 10am to finalize the Plan and adoption timeline; the Council is on schedule to adopt the Plan in January 2019.

There were no comments from the public or other business from Committee members.

Mary Boulds made a motion to adjourn the meeting, seconded by Sue Wuellner Derr. Motion passed unanimously. The meeting adjourned at 10:58 a.m.
