City of Belleville City Council met Nov. 5.

Here is the minutes provided by the council:

Mayor Mark Eckert called this meeting to order.

MayorEckertexplainedthedisasterprocedures.MayorEckertremindedanyonespeakingthis evening to step up to a microphone because the meetings are being taped and posted the next day on the website.

Mayor Eckert requested City Clerk Meyer to call roll. Members present on roll call: AldermanHazel, Alderman Kinsella, Alderwoman Pusa, Alderman Buettner, Alderman Randle, AldermanTyler, Alderman Anthony, Alderman Ovian, Alderman Dintelman, Alderwoman Stiehl,Alderman Gaa, Alderman Weygandt, Alderman Elmore, Alderman Wigginton and Alderman Barfield. Alderwoman Schaefer excused.

PUBLIC PARTICIPATION

Last May $250,000 was taken from TIF 3 and transferred to TIF 16 without council approval and now it is said it is a reimbursement. As of yet, it has not been paid back to TIF 3 where it should be used as infrastructure repair.

Tonight there isa $ 3,700 claim for printing of the quarterly newsletter. This is not a valid marketing expense for a TIF. It should not be approved.

There are rumors the Kellers are no longer proposing to build a hotel at the Shrine and they are looking for other developers to build a smaller hotel than what was proposed.

You have to remember we spent $ 2. 7 million to extend the sewer system out there with the promise of a lot of development. The only thing we have gotten is missed promises, dates that have come and gone and nothing never materializes.

We have to do something about these deals to hold contractors to what they say they are going to do especially where there is upfront city money being spent to support these developments.

Another project we spent $ 500k extending the sewer system at South 11th and Frank Scott for the promise of having 70 million dollar homes built with six office complexes..

We have also spent$ 250k of the demolition of Rob Nora and other apartments on West Main for thepromiseofhavingsixvillasbuilt.Allwehavetolookatisanemptylotatthistime.Again, the developer is not living up to their end and promises of doing the development after receiving tax payer money.

PRESENTATIONS. RECOGNITIONS & APPOINTMENTS

Mayor Eckert read a proclamation recognizing National Apprenticeship Week, November 12th- 18th.

Alderman Gaa made a motion seconded by Alderman Dintelman to recommend the appointment of Jack Le Chien to serve 1- year terms on the Historic Preservation Commission.

Two students from Belleville Township High School West recognized the Character word of the month" PEACE" working and living in harmony with each other.

APPROVAL OF MINUTES

Alderman Wigginton made a motion seconded by Alderman Elmore to approve City Council MeetingMinutes- October 15, 2018.

All members voted aye.

CLAIMS, PAYROLL, AND DISBURSEMENTS

Alderwoman Pusa made a motion seconded by Alderman Kinsella to approve claims and disbursements in the amount of$2,441,216.04 and payroll in the amount of$ 855,993.97.

Trail Life USA Legacy Memorial Day 5k, 05/27/2019

Request from Trail Life Troop IL-0078 to hold their Legacy Memorial Day 5K on Monday, May

27, 2019. 5K begins and ends at Laderman Park 8:45am until 9:45am with rolling street closures from 8:30am to 10:00am. Request to limit West Main Street to one lane between 2nd and 4th Streets. Additional request of trash barrels, water, police personnel and barricades. Signage posted within City greenspace at North Illinois entrance.

Alderman Wigginton requested an update on the Health and Housing Director; Mayor Eckert stated his office is fielding nuisance calls and is looking for a new hire. City Clerk Meyer will be assisting in the department.

Alderman Wigginton requested an update on the fire on 80th Street; Mayor Eckert stated the investigation has been completed and the house will be torn down within 30 days.

Alderman Elmore asked if there are new police hires; Mayor Eckert stated approximately six new hires.
