City of Alton Committee of the Whole met July 22. 

Here is the minutes as provided by the committee

      A Regular Meeting of the Committee of the Whole was held in the City Council Chambers, City Hall Building, Alton, Illinois at approximately 6:00 p.m. on the above date.


      The meeting was called to order by Chairman Brake.

      Roll Call of members present or absent was as follows:

     PRESENT: Brake, Boulds, Campbell, MacAfee, Velloff – 5

      ABSENT: Elliott, Smith - 2

      Also in attendance were Mayor Walker; Comptroller Ontis; Police Chief Simmons; Department of Planning & Development Caffey; Director of Information Technology Swope; Director of Public Works Barnhart; Deputy Fire Chief Jemsion; Personnel Director Scoggins; Director of Park & Recreation Haynes; Corporation Counselor Schrempf; City Attorney Caffey.

      Chairman Brake presented the Discount and Special Bills Paid as listed in the Comptroller’s Report dated July 22, 2019 be approved and a Resolution authorizing same be presented at Wednesday’s Council Meeting. Mr. Boulds made a motion, seconded by Mr. Campbell, that said bills be approved. The motion passed by the following vote:

      AYES: Brake, Boulds, Campbell, MacAfee, Velloff – 5

      NAYS: None – 0

      ABSENT: Elliott, Smith - 2

      Chairman Brake presented the following two (2) resolutions:

1. Resolution, re: To commence with demolition proceedings concerning 1310 State St.

2. Resolution, re: To commence with demolition proceedings concerning 1036 Union St. Mr. Velloff made a motion, seconded by Mr. Campbell, that said resolutions be approved. The motion passed by the following vote:

      AYES: Brake, Boulds, Campbell, MacAfee, Velloff – 5

      NAYS: None – 0

      ABSENT: Elliott, Smith - 2

Chairman Brake presented the following resolution, re: Execution of the Alton Housing Authority Agreement for the provision of supplemental police services between the City of Alton and the Alton Housing Authority. Mr. Boulds made a motion, seconded by Mr. Campbell, that said resolution be approved. The motion passed by the following vote:

      AYES: Brake, Boulds, Campbell, MacAfee, Velloff – 5

      NAYS: None – 0

      ABSENT: Elliott, Smith - 2

      Chairman Brake presented the following resolution, re: The property owned by the City of Alton commonly known as 504 Brookside Ave., Alton, Illinois is found to be surplus property owned by the City of Alton and is no longer necessary for any public purpose of the City of Alton and that the attached notice of sale concerning 504 Brookside Ave., Alton, Illinois be published by the City Clerk. Mr. Boulds made a motion, seconded by Mrs. MacAfee, that said resolution be approved. The motion passed by the following vote:

      AYES: Brake, Boulds, Campbell, MacAfee, Velloff – 5

      NAYS: None – 0

      ABSENT: Elliott, Smith - 2

      There being no further business to come before the Committee of the Whole at this time, Mr. Boulds made a motion, seconded by Mr. Campbell, that said meeting adjourn. The motion passed by the following vote:

      AYES: Brake, Boulds, Campbell, MacAfee, Velloff – 5

      NAYS: None – 0

      ABSENT: Elliott, Smith - 2
