City of Alton Plan Commission met June 4.

Here is the minutes provided by the commission:

PRESENT: Joe Blair (Co-Chairman), John Rain, Barry Clayton, Terry Dooley, Martha Kane, Megan Van Hoy 

ABSENT: Mark Hackworth, James Rogalsky, Todd Harpole, Jonas Janek

OTHERS PRESENT: Deanna Barnes (Deputy Director of Planning and Development), Jim Schrempf (Corporation Counselor), and Micky Jones (Secretary)

Co-Chairman Blair called the meeting to order and asked for a roll call. Roll call was taken with 6 present and 4 absent.

Motion was made by Terry Dooley and seconded by Barry Clayton to approve the minutes of the regular meeting of May 14, 2019.

Vote was 6 to 0 in favor.

Motion was made by John Rain and seconded by Barry Clayton to open the public hearing. Vote was 6 to 0 in favor.

Nixon Pendergrass petitioned for a special use permit at 2511 Donald for a guest house.

Mr. Pendergrass stated he owns 508 and 512 William. He has already been before the Plan Commission for a solar panel installation at 512 William. He would like to start a guest house/air B & B at 508 William. He does not live in the dwelling. He stated this would be for short-term, 3 to 8 day rental.

Questions:

 Will he provide food? No, the house has a kitchen. It was built in 1837 and is a 950 square foot cottage house.

 Will there be off-street parking? No, it is a one-family dwelling and they have never had issues for on-street parking. This is mainly a rental area. No one in audience to speak.

Deanna Barnes presented her report.

Motion was made by Terry Dooley and seconded by Barry Clayton to close the public hearing. Vote was 6 to 0 in favor.

Motion was made by John Rain and seconded by Terry Dixon for a special use permit at the property identified by permanent parcel number 23-2-07-11-18-302-014, Section 311 Township 5 North, Range 10 West of the Third Principal Meridian, also known as 508 William, Alton, Illinois, to allow a guest house.

Vote was 6 to 0 in favor Adjourned 1:35 p.m.

John Ingraham, Sunsource Homes Inc., petitioned for a special use permit at 2511 Donald for roof-mounted solar panels.

Motion was made by Terry Dooley and seconded by Barry Clayton to open the public hearing. Vote was 6 to 0 in favor.

Todd Lewis, with Sunsource Homes Inc., was present and stated they will install 16 solar panels on the roof. Ms. Barnes showed photos of the house.

No questions from the Plan Commission or the audience. Ms. Barnes presented her report.

The easement and the tree were discussed. The tree will affect the solar panels in the morning, but at 11:00 a.m., they will have full exposure to the sun.

Motion was made by Terry Dooley and seconded by Megan Van Hoy to close the public hearing. Vote was 6 to 0 in favor.

Motion was made by Barry Clayton and seconded by Terry Dooley for a special use permit at the property identified by permanent parcel number 23-2-08-07-18-301-002, Section 7, Township 5 North, Range 9 West of the Third Principal Meridian, also known as 2511 Donald, Alton, Illinois, for roof-mounted solar panel.

Vote was 6 to 0 in favor. Adjourned 1:40 p.m.

Jeff Reynolds petitioned for a special use permit at 1317 Milton Road for a taxi company.

Motion was made by Terry Dooley and seconded by Megan Van Hoy to open the public hearing. Vote was 6 to 0 in favor.

Amy Parks, daughter of Jeff Reynolds, was present and stated they bought Alton Best Cabs and renamed it Area’s Best Cabs. They are moving into the building that used to be Dan’s Upholstery.

Questions:

 How many vehicles? She stated four and possibly get a few more. They have three Lincolns and one Jeep now.

They have nine parking spaces. This building was also a cab company in the past. It was approved a few years ago for a used car lot as well.

 They will repair vehicles (only theirs) during the day and all inside maintenance.

 Antenna? No, they will use all phone communication. There will only be one dispatcher there.

No one in the audience to speak.

Ms. Barnes presented her report.

Motion was made by Terry Dooley and seconded by Megan Van Hoy to close the public hearing. Vote was 6 to 0 in favor.

Motion was made by John Rain and seconded by Terry Dooley for a special use permit at the property identified by permanent parcel number 23-2-08-07-16-403-026, Section 7, Township 5 North, Range 9 West of the Third Principal Meridian, also known as 1317 Milton Road, Alton, Illinois, for a taxi company.

Vote was 6 to 0 in favor. Adjourned 1:50 p.m.

Aaron Thompson petitioned for a special use permit at 200 Dreith for a used car lot.

Motion was made by Terry Dooley and seconded by Megan Van Hoy to open the public hearing. Vote was 6 to 0 in favor.

Aaron Thompson stated he wants to open a used car lot for reliable vehicles between $2,000 to $5,000. He will be leasing the building.

Questions:

 Will he be working on vehicles on site? Yes, but just inside and only vehicles that he owns.

 How many vehicles? Fifteen on the back lot. Employees will be parking on the front lot.

 Will there be signage? Yes and maybe installation of a gate. Ms. Barnes stated he would have to apply for a sign permit and a fence permit.

Mark Richardson, 3439 Meridocia, was present and asked if the string of other buildings would be included in this request? Mr. Thompson stated no, only the one building, 200 Dreith. Mr. Richardson did not want a lot of light on his property. Ms. Barnes explained the lighting regulations.

Ms. Barnes presented her report.

Motion was made by Terry Dooley and seconded by Martha Kane to close the public hearing. Vote was 6 to 0 in favor.

Motion was made by Barry Clayton and seconded by Terry Dooley for a special use permit at the property identified by permanent parcel number 23-1-08-17-03-301-014.00l, Section 17, Township 5 North, Range 9 West of the Third Principal Meridian, also known as 200 Dreith, Alton, Illinois, for a used car lot.

Adjourned 2:00 p.m.

Thomas Benz petitioned for a special use permit at 3537 Western for solar panels.

Motion was made by John Rain and seconded by Terry Dooley to open the public hearing. Vote was 6 to 0 in favor.

Joe Shoreman, with PKJ Solar, stated they will installing 26 solar panels. They are a state approved company. Thomas Benz, the homeowner, was also present.

There were no questions from the Plan Commission or the audience.
