City of Alton Committee of the Whole met Dec. 9.
Here is the agenda provided by the committee:
1. Call to Order.
2. Roll Call.
3. Audit of Accounts.
4. Presentation – Consolidated Annual Performance Report (CAPER) – Report to U.S. Department of Housing and Urban Development (HUD) Regarding CDBG and HOME expenditures in FY 2018.
5. Laid Over Resolution, re: The public works director retained Justin Kleinschmidt of Sheppard Morgan and Schwaab Inc. to conduct an engineering assessment of the options for a permanent solution to the destabilizing retaining wall on Riverview Drive and Justin Kleinschmidt has prepared a study of various options to be considered by the city for a permanent solutions to the destabilizing retaining wall on Riverview Drive and that the Comptroller, in association with Justin Kleinschmidt, solicit bids to complete the project described as Option No. ____ as outlined in the attached report from Sheppard Morgan and Schwaab Inc. and the Comptroller shall report the bids received along with a recommendation from Justin Kleinschmidt to the City Council for further action.
6. Resolution, re: To commence with demolition proceedings concerning 1117 E. 6th St.
7. Resolution, re: That the mayor and appropriate city officials are hereby authorized and directed to establish, modify and/or amend Alton Square incentive areas pursuant to state statute and furthermore to negotiate any and all development agreements with Alton Mall, LLC necessary to effectuate the ongoing redevelopment of Alton Square Mall.
8. Resolution, re: That no parking signs be placed at Marilla and Tremont at Lovejoy School between the hours of 7:30 a.m. to 8:30 a.m. and that the attached Ordinance be considered.
9. Resolution, re: To commence with demolition proceedings concerning 842/844 Washington Ave.
10. Resolution, re: That the Construction Engineering Services Agreement for Federal Participation between the City of Alton and Sheppard, Morgan & Schwaab Inc. for the Gordon Moore Park Entrance Improvements Project be and is hereby approved.
11. Resolution, re: That the Mayor is hereby authorized to execute the “Local Public Agency Agreement for Federal Participation” between the Illinois Department of Transportation and the City of Alton for improvements at the intersection of IL Route 140/111 at Parker Road and Swinney Street (entrance to Gordon Moore Park).
