City of Belleville Finance Committee met January 13

City of Belleville Finance Committee met Jan. 13.

Here is the minutes provided by the committee:

Chairman Kinsella called the meeting to order at 7:00 pm. Alderman Pusa was excused.

Evacuation procedures were explained. In case of severe weather everyone should exit through the back door and go to the basement. In case of fire, exit the building and meet across the street by the court house.

Chairman Kinsella opened public participation. There was no public participation. Public participation was closed.

Alderman Kinsella asked for a motion to approve the minutes from the December 12, 2019 meeting.

Motion

Alderman Rothweiler made a motion to approve the minutes from December 12, 2019. Alderman Weygandt seconded. All attending members voted yes. The motion passed.

Financing from Bank of Belleville at 2.19% for Street Department Trucks

Jamie Maitret explained that the purchase of these trucks was previously approved by the City Council, and now we are seeking financing for them. We received 3 quotes from local banks, with Bank of Belleville being the lowest at 2.19%. She then asked the Committee to amend the motion as presented and add into it the financing of a new automated sanitation truck. We were notified today that the new automated truck that we ordered last year is now ready for delivery. Bank of Belleville agreed to increase the loan amount to cover this truck as well, at the same quoted rate of 2.19%. Discussion followed.

Motion

Alderman Weygandt made a motion to approve financing from Bank of Belleville at 2.19% for the purchase of 2 Street Department Snow/Ice Unit Dump Trucks and 1 new Automated Sanitation Truck. Alderman Ovian seconded. Roll call vote was taken. Alderman Ferguson, Ovian, Schaefer, Rothweiler, Weygandt, Barfield and Kinsella all voted yes. Mayor Eckert also voted yes. The motion passed.

Revenue Sources

Questions were brought up about sales tax. Discussion followed. Motion to receive and file.

Motion

Alderman Schaefer made a motion to receive and file the revenue sources. Alderman Ferguson seconded. All attending members voted yes. The motion passed.

Alderman Kinsella brought up discussion of salaries for the Mayor, Clerk, and Treasurer. He reminded the Committee that if they are going to adjust salaries for these positions for the four year term starting May 2021, by law it must be done at least six months before the next election. Discussion followed.

Executive Session

Alderman Rothweiler made a motion to go into executive session to discuss personnel, collective negotiation matters, property acquisition, transfer of property, review of executive session minutes, security procedures, litigation, or workers' compensation as allowed by (5 ILCS 120/2(c)). Alderman Schaefer seconded. All attending members voted year. The Committee went into executive session at 7:14pm.

The Committee returned from executive session at 7:46pm.

Motion to Adjourn

Alderman Rothweiler made a motion to adjourn at 7:46 pm. Alderman Schaefer seconded. All attending members voted yes. The motion passed.
