Alderman Ovian called the meeting to order at 8:00 a.m.

Alderman Ovian explained emergency procedures.

Minutes of March 10, 2020 approved as submitted.

PUBLIC PARTICIPATION:

Will Viall stated that he has had some ongoing parking issues with the Blessed Believers Church next

Iress. Most of these issues are centered on parking issues on the north side of Lincoln St. and in the assigned rented spaces of the City-owned garage underneath the high rise apartment building. Whenever there is a large function at the church, church patrons park in the assigned rented spaces underneath the high rise creating parking problems for others. The pastor of the church was made aware that it is public parking on E. Lincoln St. Mr. Viall requested that the Committee needs to do something about the underground parking spaces, the enforcement of others parking in these assigned rented spaces, and the scarce parking at the 300 block of E. Lincoln Street to try to rectify the parking issue. Ald. Ovian recommended that this be further reviewed by Jason Poole, Michael Velloff, & Master Sgt. Rob Rust, along with Mr. Viall, and return to next month's meeting with a solution.

F1. Removal of Four (4) Parking Meters from 225 E. A St., Six (6) Parking Meters on E. A St. Between N. High & N. Jackson St., Twenty-Eight (28) Parking Meters on the East Side of S. 3rd St. from W. Lincoln to W. Monroe St., and One (1) Parking Meter on West Side of S. 3rd St. between W. Lincoln & W. Harrison St.: Some of the meter heads have already been removed, but the posts need to be taken away altogether per Jason Poole. Some of these parking meters have previously been removed in the past, but the ordinance does not reflect the removal. Discussion ensued. Motion to approve this list was made by Ald. Phil Elmore, seconded by Ald. Anthony, all in favor voted aye. Motion carried.

MISCELLANEOUS/ALDERMANIC DISCUSSION:

G. 1. Discussion on Parking on Grass Areas of City Owned Residential Properties:

Master Sgt. Rust talked about a complaint he received regarding violators parking on a City-owned property next to the complainant on S. 23rd St. The City ordinance states that you cannot park in a vacant lot owned by the City in a residential area with signs posted. Discussion ensued. The complainant would like the ordinance to be amended so that no one is allowed to park on any City owned properties in residential areas whether signs are posted or not. Ald. Elmore made a motion requesting that we forward this request for the new ordinance to Ordinance and Legal Committee with approval and support for changing the ordinance to not allowing people to park on City owned residential properties, in grass areas, seconded by Ald. Ferguson, all in favor voted aye.

Ald. Anthony received several complaints about speeding on East Park Dr. There are 25 mph speed limit signs already posted, but the speeding problems are getting out of hand. Master Sgt. Rust suggested that he look into this and set the speed monitor on this street in the near future.
