Mayor Eckert called this meeting to order.

City Clerk Meyer called roll. Members present on roll call: Alderman Hazel (arrived 7: 07 p.m.), Alderwoman Duco, Alderman Puss, Alderman Randle, Alderman Ferguson, Alderman Anthony (arrived 7: 04 p.m.), Alderman Dintelman, Alderwoman Schaefer, Alderwonan Stiehl, Alderman Rothweiler, Alderman Elmore, Alderman Weygandt, Alderman Barfield.

Alderman Elmore and Alderwoman Schaefer made a motion to approve two new inductees, Theodor Erasmus Hilgard and Ruth A. Sterling, to the Walk of Fame.

Alderman Weygandt made a motion seconded by Alderwoman Schaefer to approve City Council Meeting Minutes—August 3, 2020.

CLAIMS, PAYROLL AND DISBURSEMENTS

Alderwoman Stiehl made a motion seconded by Alderman Ferguson to approve claims and disbursements in the amount of$1, 547,278.43 and payroll in the amount of$831, 181. 40.

TRAFFIC

Alderman Elmore made a motion seconded by Alderman Weygandt to Amend Traffic Ordinance, Chapter 74, ( Parking Regulations), Section 74.02 (No Parking Rules) by adding Sections(1) and(0).

Discussion.

Lt. Col. Eiskant advised this was taken to traffic committee due to numerous complaints received from citizens about individuals parking on lots owned by the City in residential neighborhoods.

At times there are five to 10 cars parked on a lot.

Alderman Elmore advised this also concerns parking around the traffic speed monitor.

ORDINANCE & LEGAL

Alderman Randle made a motion second by Alderwoman Schaefer to Amend Title XIII (General Offenses), Chapter 130 ( Offenses Against Public Peace and Safety); Section 130.03(A)(1) Beggars and Panhandlers; Notification of Homeless Shelter Availability).

Alderman Randle made a motion second by Alderwoman Schaefer to Amend Title XI (Business Regulations), Chapter 124( Used Car Dealers), Section 124.04(D)( Regulations). ECONOMIC DEVELOPMENT AND ANNEXATION

Alderwoman Stiehl made a motion seconded by Alderwoman Schaefer to approve closure of the alley between the 500 block ofN. High St. and N. Jackson St. from East ` E' St. to Lebanon Ave. Committee unanimously recommended approval,

Discussion.

Mayor Eckert advised this is near the side White Cottage. White Cottage purchased the house behind them and purchased the garages that face High Street.

ADMINISTRATION

Alderman Weygandt made a motion seconded by Alderman Ferguson to approve renewal contracts with Watts Copy Systems for copiers within City Departments and Library approximate savings will be$ 400 per month).

Alderman Elmore made a motion seconded by Alderman Anthony to approve an increase in the maximum amount for an eligible resident applying to General & Community Assistance from 245.00 to$ 312.00 as complies with State Statute effective September 1, 2020.

Alderwoman Schaefer made a motion seconded by Alderman Dintelman to approve Development Agreement with Janet Wolf regarding the demolition of property at 602 Bomman Street( parcel no. 08- 28.0- 143- 012).

Discussion.

Alderman Barfield advised he read over the development agreement and there is nothing that references the tear down cost ofthe property; Mayor Eckert stated he received a quote back from Hank' s Excavating in the amount of$ 8, 600. The cost may come down if this is packaged with other demolitions.

Alderman Randle made a motion seconded by Alderman Ferguson to approve KEG to provide construction inspection and testing services for Centreville Ave resurfacing project in the amount of $85, 000.00. (MFT funds)

Alderman Randle made a motion seconded by Aldeman Weygandt to approve Volkert for Professional Engineering Services to overlay the 400 block of N. Virginia Ave between Sycamore and East D Street with hot mix asphalt, installation of new barrier curb, minor drainage upgrades and miscellaneous improvements in the amount of$25,296.00. COMMUNICATIONS

Alderman Elmore made a motion seconded by Alderwoman Duco to approve WORSHIP ON FIRST STREET Request from St. Paul United Church of Christ to close North First Street between West " B" and West " C" Streets on Sunday, August 23td, August 30ei, September tie', September IP, September 20" and September 27", 5: OOpm to 7: OOpm. Additional request: barricades.

Alderman Weygandt made a motion seconded by Alderman Ferguson to approve RESOLUTION 3390 A Resolution of the City of Belleville, Illinois, selecting a placement Agent in connection with the proposed issuance by the City of its General Obligation Refunding Bonds, Series 2020; and acknowledging certain matters pursuant to MSRB Rules.

Ordinance amending Chapter 74 ( Parking Regulations) of the Revised Ordinances of the City of Belleville, Illinois as amended, by amending portions of sections thereof.

ORDINANCE 8864- 2020

An Ordinance amending Chapter 130( Offenses Against Public Peace and Safety) of the Revised Ordinances of the City of Belleville, Illinois as amended, by amending portions of sections thereof.

ORDINANCE 8865- 2020

An Ordinance amending Chapter 124 ( Used Car Dealers) of the Revised Ordinances of the City of Belleville, Illinois as amended, by amending portions of sections thereof.

Alderman Ferguson made a motion seconded by Alderwoman Stiehl to approve Motor Fuel Claims in the Amount of$198. 75.

Discussion.

Alderwoman Stiehl asked why the amount is so low: Finance Director, Jamie Maitret, advised there was only one submission during the claim cycle.

Alderman Puss made a motion seconded by Alderwoman Stiehl to go into executive session discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees ( 5 ILCS 120/2( c)( 1)), collective negotiation matters ( 5 ILCS 120/ 2(c)(2)), and personnel, litigation, workers' compensation, property acquisition, transfer of property, ( 5 ILCS 120/ 2(c)).

Alderman Weygandt made a motion seconded by Alderwoman Duco to recall Reese Wilkerson PT — Police Department), from unpaid- furlough status, effective August 18, 2020 and Russell Roark( Sanitation Temp) from unpaid-furlough status, effective August 24, 2020. Russell Roark will become a full-time employee in the Sanitation Department.
