City of Belleville Traffic Committee met Tuesday, Aug. 11.

Ald. Chris Rothweiler, Ald. Mary Stiehl, and Keith Owens of 215 Abend St., Belleville, IL.

Alderman Elmore called the meeting to order at 8:00 a.m.

Alderman Ovian walked in at 8:02 a.m.

Minutes of July 14, 2020 approved as submitted.

PUBLIC PARTICIPATION:

Keith Owens of 215 Abend St. stated that he is a representative of the 200-300 block of Abend St. (a one block section) and requested something to be done with the fast traffic on Abend Street along the cobblestone roads. This traffic consists of drivers speeding down Mascoutah Ave. and cutting through on the cobblestone roads going sometimes 30-40 mph. He is requesting a traffic deferment of some kind either making Abend St. a one-way street from Washington School toward Gustave Koerner House to Mascoutah Ave. or placing two planters on the Mascoutah side and on the Garfield side next to the school, making it only big enough for trash trucks or snow plows to get through. He also suggested posting a sign up for local traffic only along this area.

OLD BUSINESS:

E.1. Parking issues at 300 Block of E, Lincoln St. & in Rented Spaces of City Owned Parking Garage: Jason Poole stated that this is an on-going parking issue and that the police department has determined that if people rent a space in the parking garage, they will get a placard for their vehicle. He added that the Street Dept. will enhance signage at the entrance of the parking garage that will state permit parking only. The parking garage will only be open to the public for permit parking. The

Police Department will handle enforcement. The custom signs have already been ordered per Jason Poole.

NEW BUSINESS:

F1. Possible Motion to Amend Traffic Ordinance, Chapter 74, (Parking Regulations), Section 74.02 (No Parking Rules): Master Sgt. Rob Rust requested two (2) additions to be added to this on behalf of himself and Lt. Col. Eiskant. Item N-No parking at any City of Belleville owned premises in residential districts including multi-family districts unless permitted by ordinance and item O-No parking within 25 feet in either direction of the police department's speed monitor trailer because they have had problems with this in the past with people parking too close to it and making it difficult to move it when needed. Motion made by Ald. Elmore, seconded by Ald. Ferguson, all in favor voted aye. Motion carried.

MISCELLANEOUS/ALDERMANIC DISCUSSION:

Alderman Elmore requested that No Parking Questions on N. Delaware be added to next month's agenda and that this be checked out for any observations prior to next month's meeting. Ald. Anthony requested that someone look at an issue regarding a box truck parking in front of a resident's house on Highwood Ct. Discussion ensued. Ald. Rothweiler requested that traffic changes on Abend St. between Garfield & E. Lincoln St. be added to next month' agenda.

ADJOURNMENT: Motion to adjourn made by Ald. Ferguson, seconded by Ald. Dintelman. Meeting adjourned at 8:15 a.m.
