City of Lebanon City Council met Nov. 9.

The council met in regular session by electronic means through Zoom. The meeting was called to order at 7:06 p.m. by Mayor Wilken.
Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack and Wright – present
Alderman Witty – absent
City Clerk swore in Alderman Roma as Alderman for Ward 3.
Aldermen Jenkins/Fero Motioned to approve the October 26, 2020 minutes with correction. Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Roma and Wright– Yeas
MOTIONED passed 7-0
Ken Sharkey from the St. Clair County Transit District announced the phasing of their bus routes to Lebanon on November 30, 2020. Instead they will implement a new van service that will be run more like an Uber or Lyft service. Citizens will use an app or call to request a pick. Wait times have been under 8 minutes. Service is available from 5 a.m. to 6 p.m. Rides will be from $1 to $3 each way.
COMMITTEE REPORTS:
Streets/Alleys – MEET December 7, 2020 at 7:00 p.m.
Finance – MEET November 16, 2020 at 7:00 p.m.
Ordinance – MEET December 7, 2020 at 7:00 p.m.
1. The committee had questions for the lawyer to answer before they could continue with the review of changes presented by the Plan Commission to the Certificate of Appropriateness. It was returned to committee.
2. The Golf cart was sent back to committee for further discussion and research on estimated costs associated with the process of issuing these permits to determine fees. Also, the discussion about side-by-sides will be brought up in the next committee meeting.
Water/Sewer – MEET November 16, 2020 at 7:00 p.m.
Cemetery – MEET December 7, 2020 at 7:00 p.m.
1. Aldermen Roma/Mack Motioned to implement the 1 year extension of the contract for next calendar year 2021 with Green’s Grass Guy for the mowing services for College Hill Cemetery with no increase in rate.

1. Credit card is progressing towards completion but now awaiting for the security evaluation.
Treasurer –
1. Treasurer asked that council and departments look at the budget analysis.
2. Treasurer suggests not increasing corporate taxes this year, keep them at 2.4204.
Mayor –
1. Mayor discussed the paperwork that the city will submit to Motor Fuel Tax which we should be eligible for a complete reimbursement to the general account.
2. The Cures reimbursement program application is being completed and the extra monies we could be eligible would replenish the general account.
Dept. Heads –
Chief –no report, Alderman Wright asked the Chief if he could get with the installer of the city camera system and see if we are able to zoom meetings from the city hall.
Building/Code Enforcement – no report
Streets/Alleys – presented a verbal report of departments activities for the last two weeks.
Water/Sewer – presented a paper report of departments activities for the last two weeks.
Accountant – presented information concerning the progress of the CURES application.
