Village of Fairmont City Board met Sept. 15.

Here are the minutes provided by the board:

The meeting began with an opening prayer and pledge of allegiance.

President Michael Suarez called the meeting to order.

Village Clerk Killian Weir took attendance. The following were in attendance: Trustees: David Suarez, Guadalupe Hernandez, Raul Munoz, Robert Belba, Michael Fiudo and Charles Arriola. Also, present were Treasurer Carlos Gomez, Police Chief Gerald Brown, Public Works Director Roger Juenger, Deputy Treasurer Sally Rodriguez and Building Inspector James Sehr.

A motion to approve the minutes of the meeting held on Wednesday, September 1, 2021, was made by Michael Fiudo and seconded by Charles Arriola. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes.

Motion Passed

Treasurer's Report

Treasurer Carlos Gomez presented the financials for the month of August, 2021 with a brief explanation.

Clerk's Report

Clerk Weir presented a Building Permit Application, 3000 N 49th Street, Room Addition, Brenda Ta pia, Owner/Contractor. As the owner was not in attendance Mayor Suarez asked

Building Inspector Sehr if he was familiar with the project. Mr. Sehr reported he has been in communication with the owner and will continue to monitor the progress. With that said, the motion was made by David Suarez and seconded by Guadalupe Hernandez to approve the Building Permit Application, 3000 N 49th Street, Room Addition, Brenda Tapia, Owner/Contractor. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes. Motion Passed

Report of Police Chief

Chief Brown requested a Closed Session regarding personnel.

Report of Fire Chief

In the absence of Fire Chief Allen, the mayor reported the monthly siren testing was successful.

The backup generators have been inspected and are good.

Chief Allen is hosting the MABIS meeting this month in the Community Center. The vendor showcase has been canceled due to COVID.

The fire chief is shy of $199.00 for a truck back-up generator he purchased with the Illinois American Water grant he received.

The motion was made by Michael Fiudo and seconded by Robert Belba to approve payment of an additional $199.00 for the fire department's truck back-up truck generator. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes.

Motion Passed

Report of the Public Works Director

The public works director reported sewer pump 1 located in the 4700 Collinsville Road Pump House is failing. The director has yet to call anyone out on it and reports the repair will be expensive. Mayor Suarez directed Mr. Juenger to get the company to look at it and have an amount for next meeting.

The director also reported it was necessary to replace the tires on the backhoe in the amount of $1,800.00.

President's Report

Mayor Suarez congratulated Curtis Francois, owner and CEO of World-Wide Technology Raceway, on bringing NASCAR to the St. Louis region in the neighboring community of Madison.

Not being a racing fan, the mayor reported he had no idea how big NASCAR really is. This will be an economical boost to the entire area. The mayor also reported our own National City area is very available. Mayor Suarez and Mayor Hamm of Madison are planning a meeting with the perspective fire chiefs and police chiefs to start planning for June of 2022 when the races will begin.

Public Comment

A local Spanish speaking resident was in attendance to address the board regarding a real estate purchase on 44th Street that the city currently has condemned. Trustee Guadalupe Hernandez interpreted. The resident was looking for direction regarding purchasing the building to rehab. Mayor Suarez explained the building has been condemned. The current owner received an inspection from an outside source the village provided and has not completed the repairs. The mayor will see the resident gets a copy of the inspection before making a decision. Mayor Suarez assured the resident the village will work with him. The mayor also let him know if he buys the building and cannot make the repairs, he will become part of the current lawsuit. The mayor committed to bringing the inspection report to the resident the next day.

Another resident in attendance had a complaint regarding the fire damaged home at 3612 Cookson Road. There was a brief discussion regarding the legal circumstance surrounding the property. The mayor promised to look into the responsibly party.

A resident in attendance wanted an update on Charter Internet. The mayor reported as of the last email he received, there should be a meeting by the end of the week regarding design and planning.

The same resident had some question for the public works director regarding the install of underground access by Ameren

Closed Executive Session

At this time the motion was made by David Suarez and seconded by Raul Munoz to enter into enter into Executive Session regarding personnel and the review of Closed Executive Session Minutes. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes.

Motion Passed 7:24pm

The motion was made by Charles Arriola and seconded by Michael Fiudo to return to the regular order of business. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes. Motion Passed 7:38pm

The motion was made by Charles Arriola and seconded by Raul Munoz to hire Christian Unser and Nicholas Hensley as full-time patrolmen to the Fairmont City Police Department. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes.

Motion Passed

The motion was made by Charles Arriola and seconded by Michael Fiudo to retain the content of the Closed Executive Session minutes as presented. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes.

Motion Passed

The motion to approve payment of the bills as presented on this day, September 15, 2021, in the amount of$ 19,203.64, was made by Robert Belba and seconded by Michael Fiudo. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes.

Adjournment

With that, a motion to adjourn the meeting was made by Charles Arriola and seconded by Michael Fiudo. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; Charles Arriola, yes.
