City of Collinsville City Council met Feb. 8.

Mayor Miller called the meeting to order at 6:30 pm.

Mayor Miller thanked the Street Department crew for a job well done during the recent snow storm.

Councilman Jerome spoke of the recent school board meeting and complimented the members for their professionalism.

Kimberly Caughran, Parks and Recreation Director, announced registration for the 2022 Collinsville Baseball Softball League is now underway. Information is available on the website or by calling the Activity Center.

M. NEW BUSINESS
1. Ordinance Providing for the Waiver of Certain Bidding Requirements Related to Security Cameras at the Collinsville Aqua Park and Activity Center
IT Director Sean Seckler advised this ordinance would authorize the City to waive the sealed bid process and solicit quotes directly from qualified contractors for the purchase and installation of security cameras at the Activity Center and Aqua Park. He explained the purpose of the waiver is for security reasons and potential vulnerabilities regarding capabilities and locations of cameras. He clarified that once a vendor is selected, final project approval would come back to Council for review. The security camera project is a 2022 CIP project with a budget of $75,000.
A brief discussion was had regarding waiver of the bidding process and City Manager Bair clarified that staff is only asking for permission to waive the bidding requirements for this project only due to security reasons and will ask to do so only when necessary on a case by case basis.
A motion was made by Councilman Green, seconded by Councilman Stehman to approve. The motion carried by the following vote:

2. Resolution of the City of Collinsville in Relation to a Policy for Its Official Website and Use of Social Media
Deputy City Manager Derek Jackson advised this Resolution would outline the use of the City's website and social media platforms. He explained the objective of the policy is to establish policies and direction for utilizing the City's website and social media pages. The Policy includes:
Mission Statement
Purpose
General Policy
Comment Policy
Website Administration
Website Utilization Categories
Required Website Content and Content Restrictions
He outlined each of the sections within the Policy. He explained the City website as the primary and predominate internet presence for City government while the City's social media platforms are to disseminate time sensitive information and/or for marketing or promoting messages to a vast audience.
He mentioned the Comment Policy. He spoke of the City's social media pages as being an avenue to share information with the public and that it is not intended as a public forum. He spoke of the requirements per the State of Illinois Local Records Act and Freedom of Information in maintaining posts and comments for a minimum of 3 years. He advised the City will disable comments on their social media pages at the recommendation of the State of Illinois Archives Records Management Division. He did advised all City posts on social media will be public and therefore can be shared to other sites and commented there without record retention requirements. The Policy does allow the City to enable comments if they are soliciting feedback or polling residents for a specific topic.
He outlined Website Administration responsibilities and utilization categories. Lastly, he identified required website content as well as prohibited content.
Councilman Stehman spoke of the various ways the public may contact the City, staff and Council members.
