Village of Bethalto Village Board met March 14.

Here are the minutes provided by the board:

The Village Board of Trustees met on the above date in the Council Chambers of Village Hall in a regular meeting called to order by Mayor Bost at 7:00 p.m. The meeting opened with the “Pledge of Allegiance”. Roll call was taken by Village Clerk Sue Lowrance. Present: Trustees Dugger, Lowrance, Perkhiser, Tweedy, Keister and Mull. Also present: Police Chief Mike Dixon, Public Works Director Rod Cheatham, Village Attorney Ken Balsters, Fire Chief Brian Buhs, Zoning Administrator Randy Reddick, and Village Treasurer Joe Hughes.

Motion made by Lowrance, seconded by Mull, to approve Village Board meeting minutes of February 14, 2022, as printed. All members voted aye viva voce. Motion carried 6-0.

REPORTS FROM DEPARTMENTAL SUPERVISORS:

Fire Chief Brian Buhs presented his report for February, noting 127 calls. The new report format was presented and calls are now broken down by type. There were no questions.

Police Chief Dixon presented the monthly activity report for February, with his department running 500 calls. One potential hire didn’t work out, and the process has been slow in working through candidates. There are two open positions for patrolmen. Dixon summarized the significant cases the department has worked on: issues on Wesley Drive, a suspicious person in Whispering Oaks, a road rage incident, vehicle burglaries off Roosevelt, and a retail theft ring involving Schnucks and Walgreens. LPR’s have been very useful in many of these cases. There were no questions.

Public Works Director Cheatham presented his reports and reviewed activity by department. There were no questions.

Zoning Administrator Randy Reddick presented his monthly report, noting 55 permits issued in February. Permits continue to be issued in a timely manner. Reddick updated the board on nuisance properties and potential demolitions. There were no questions.

GUESTS/PUBLIC COMMENT:

There were no guests or public comments.

RESOLUTIONS

Resolution 2022-04 A Resolution of Support for Application for ECF Relief Fund for Police/Fire/Public Service/EMS Grant was presented. This authorizes the Mayor to apply for grant funding for creation of an Emergency Operations Center. Motion made by Mull, seconded by Tweedy, to approve Resolution 2022-04 A Resolution of Support for Application for ECF Relief Fund for Police/Fire/Public Service/EMS Grant. Trustees Dugger, Lowrance, Perkhiser, Tweedy, Keister and Mull voted aye; nays none. Motion carried 6-0.

ORDINANCES

Ordinance 2022-01 An Ordinance Amending Chapter 21-Liquor was presented. This increases the annual fee for each gaming terminal to $100, up from $25. The state allows municipalities to charge up to $250 per machine, but in committee the board decided to increase the fee to $100 for now. Motion made by Lowrance, seconded by Tweedy, to approve Ordinance 2022-01 An Ordinance Amending Chapter 21-Liquor. Trustees Dugger, Lowrance, Perkhiser, Tweedy, Keister and Mull voted aye, nays none. Motion carried 6-0.

REPORTS FROM THE MAYOR:

Bethalto Spirit has asked for use of Central Park & the Bandstand on Thursday evenings beginning May 19 for their concert in the park series. Motion made by Mull, seconded by Tweedy, to approve the use of Central Park & the Bandstand by Bethalto Spirit for their weekly concerts in the park on Thursdays from May 19 – August 18. Trustees Dugger, Lowrance, Perkhiser, Tweedy, Keister and Mull voted aye, nays none. Motion carried 6-0.

Bethalto Rotary has asked for use of Central Park on April 16 for their annual Easter Egg Hunt. Motion made by Lowrance, seconded by Dugger, to approve the use of Central Park by Bethalto Rotary on April 16 for their Easter Egg Hunt. Trustees Dugger, Lowrance, Perkhiser, Tweedy, Keister and Mull voted aye, nays none. Motion carried 6-0.

MONTHLY TREASURER’S REPORT:

The February Treasurer’s Report is delayed due to the installation of and training on the new software last week and this week. The report will be delivered as soon as possible.

COMMITTEE MEETING

Committee meetings will be held on March 28 at 6pm.

BILLS

GENERAL FUND

Clerk Lowrance presented the new bills listing created by the new software. The same information is included, but in a different format. Motion made by Mull, seconded by Dugger, authorizing payment of bills in the amount of $95,334.84. Trustees Dugger, Lowrance, Perkhiser, Tweedy, Keister, and Mull voted aye, nays none. Motion carried 6-0.

WATER & SEWER FUND

Motion by Lowrance seconded by Tweedy, authorizing payment of bills in the amount of $158,669.38. Trustees Dugger, Lowrance, Perkhiser, Tweedy, Keister and Mull voted aye, nays none. Motion carried 6-0.

The next regularly scheduled meeting will be held on April 11, 2022 at 7:00pm in the Council Room of Village Hall.

Mayor Bost announced the need to enter Executive Session for Collective Bargaining, 5 ILCS 120 Section 2 (c) (2). Entered executive session at 7:16pm.

Re-entered regular session at 7:34pm. Mayor Bost stated that the collective bargaining agreement with the Police Union was ready for consideration. Motion made by Lowrance, seconded by Tweedy, to approve the collective bargaining agreement with the FOP/Police Union for a four-year contract beginning 5/1/21 and through 4/30/25 as presented. Trustees Dugger, Lowrance, Perkhiser, Tweedy, Keister and Mull voted aye, nays none. Motion carried 6-0.

Having no further business, motion made by Lowrance, seconded by Perkhiser, to adjourn the meeting. All trustees voted aye viva voce. Meeting adjourned at 7:36pm.
