City of Collinsville City Council met July 12.

Here are the minutes provided by the council:

A. CALL MEETING TO ORDER

Mayor Miller called the meeting to order at 6:30 pm.

B. ROLL CALL

Also present: City Manager Mitch Bair, Corporate Counsel Steve Giacoletto, and City Clerk Kim Wasser.

Present: 4 - Councilman Tony Hausmann, Councilman Jeff Stehman, Councilman Donna Green, and Mayor John Miller

Absent: 1 - Councilman David Jerome

I. COMMENTS & ANNOUNCEMENTS - MAYOR

Mayor Miller spoke of the 34th annual Tree Memorial dedication event hosted by the Collinsville Community Appearance Board in which 5 trees were planted.

K. COMMENTS & ANNOUNCEMENTS - CITY STAFF

City Manager Bair spoke of the temporary parking lot under construction on St. Louis Road. He mentioned the sewer and manhole lining improvements taking place on St. Louis Rd. with funding assistance from Community Development Block Grant. He displayed a rendering of the Rt. 66 mural being painted on the side of Bert's and mentioned the sculpture that will be installed in the pocket park on Main at Vandalia for photo opportunities. He highlighted upcoming Parks and Recreation events: Outdoor Movie Series - July 15 at Collins House, Sing 2

Southern Illinois Urban Fishing Program - Woodland Park, 2 clinics per day starting July 26-August 8 Aqua Park Season Pass Holder Appreciation Night - July 22

Police Chief Evans spoke of the 4th annual Youth Academy. He advised this year's event was a 2 week program and had 16 participants. He thanked the Council for their support and mentioned the new SRO's who organized the event. He showed a video highlighting the event.

L. CONSENT AGENDA

City Clerk Wasser read the Consent Agenda.

1. Motion to Approve Payment of Bills for the Period Ending July 1, 2022 in the Amount of $1,148,402.02

2. Motion to Approve Payroll for the period Ending June 24, 2022, in the Amount of $875,909.02

3. Motion to Approve Minutes of the June 28, 2022 Council Meeting

4. Resolution Reappointing a Member to the Police Pension Board (Evans)

Mayor Miller asked if the Council wished to pull any items prior to a Motion. No items were pulled. A motion was made by Councilman Green, seconded by Councilman Hausmann, to approve the Consent Agenda. The motion carried by the following vote:

Aye: 4 - Hausmann, Stehman, Green, and Miller

Nay: 0

Absent: 1 - Jerome

Abstain: 0

M. NEW BUSINESS

1. Ordinance Authorizing the Installation of Stop Signs for the Intersection of High School Street and Pennsylvania Avenue

Public Works Director Dennis Kress advised the homeowner's association for Village Gardens inquired of having a stop sign installed at High School St. and Pennsylvania. The request was reviewed by Public Works and the Police Department. The Police Dept. found no history of accidents or violations but did determine the intersection was confusing to motorist and recommended a stop sign to be installed. He advised installing a stop sign at this inspection is consistent with guidance of the Manual of Uniform Traffic Control Devices. Signs (3 way stop) will be installed with flashing beacons to draw attention to the new signs.

A motion was made by Councilman Stehman, seconded by Councilman Green to approve. The motion carried by the following vote:

Aye: 4 - Hausmann, Stehman, Green, and Miller

2. Ordinance to Award Bid and Authorize a Contract with Insituform Technologies Inc., in the Amount of $41,040.00 for the 2022 Storm Sewer Rehabilitation with Cured in Place (CIPP) Project

Associate Engineer Kevin Madden advised this project was not included in the CIP; however, was added to the budget as a necessary measure to prevent failures. He explained the scope of the project to include the installation of cured-in-place pipe (CIPP) at various locations (2034 Greenbrier Dr. and Johnson Hill Rd. at Skyline View Dr.). He advised the project is necessary to prevent possible failures of underground utilities, private property, and roads. Bids were received with Insituform Technologies submitting the lowest bid at $41,040. Project will be funded using Capital Projects Fund.

A discussion was had regarding the project and how the locations were determined.

A motion was made by Councilman Hausmann, seconded by Councilman Stehman to approve. The motion carried by the following vote:

Aye: 4 - Hausmann, Stehman, Green, and Miller

Nay: 0

Absent: 1 - Jerome

Abstain: 0

3. Ordinance Authorizing the Mayor to Sign a Contract with PASS Security for Video Surveillance System at Collinsville Aqua Park and Activity Center

IT Director Sean Seckler advised this ordinance would authorize the City to contract with PASS Security in the amount of $76,790 for security system at the Aqua Park and Activity Center. Project includes procurement, installation, configuration, and training for use of Avigilon Video Surveillance System. He explained the project was approved in the 2022 CIP at a cost of $75,000; however, the bid returned at 2.4% over budget but within allotment.

A motion was made by Councilman Green, seconded by Councilman Stehman to approve. The motion carried by the following vote:

Aye: 4 - Hausmann, Stehman, Green, and Miller

Nay: 0

Absent: 1 - Jerome

Abstain: 0
