City of Highland City Council met Aug. 1.

Here are the minutes provided by the council:

Mayor Hemann called the Regular Session to order at 6:55pm. Council members Sloan, Frey, Bellm, and Hipskind were present. Others in attendance were City Manager Conrad, City Attorney Michael McGinley, Directors Gillespie, Rosen, and Vazquez, Lt. Feeney, Fire Chief Federer, Treasurer Nicolaides, Deputy City Clerk Von Hatten, City Clerk Bellm, and 11 citizens.

INTRODUCTION OF MAYOR for the DAY / PLEDGE OF ALLEGIANCE

Mayor Hemann introduced Mayor for the Day, Elizabeth Blaylock who led the Pledge of Allegiance to the Flag. Mayor Hemann then introduced Elizabeth’s parents, Emily and Peyton Blaylock and her little sister Abby, along with Grandmother Grace Sugg. Elizabeth’s great-grandpas served as mayor of Highland. Mayor Hemann reported that four-year old Elizabeth made many friends as she traveled to the various city departments, as she brought cupcakes with her.

RETIREMENT RECOGNITION

Mayor Hemann acknowledged the retirement of Officer Heather Kunz after twenty-one years of service on the Highland Police Department. He expressed we thank her for her service and wish her well.

Mayor Hemann acknowledged Officer David Sirianni’s departure from Highland Police Department, after eight-years of service, as he moved on to the US Marshal’s Service.

MINUTES

Councilman Frey made a motion to approve the minutes of the July 18, 2022 Regular Session as attached. Motion seconded by Councilwoman Bellm. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Hipskind voted aye, none nay. Motion carried.

PUBLIC FORUM

Citizens’ Requests and Comments:

Relevant Pregnancy Options’ 2022 Run for Life 5k Run/2M Walk Special Event Application Approval and Square Use Request – Tricia Blasdel, Representative, requested permission for Relevant Pregnancy Options to host their annual 5k Run and 2M Walk on Saturday, September 24, 2022. For the event, they request closure of the streets along the route, use of the public restrooms and Square facilities during the event, as well as assistance from the police department and presence of EMS. Councilwoman Bellm made motion to approve Relevant Pregnancy Options’ request to host the 2022 Run for Life 5k Run/2M Walk on September 24, 2022 as requested. Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Hipskind voted aye, none nay. Motion carried.

Highland Fire Department–9-11 Memorial Run – Special Event Application - Erin Barr, Representative, requested permission to host their annual 9-11 Memorial Run. This is the same route as last year. Councilwoman Bellm made a motion to approve the request of the Highland Fire Department

Auxiliary’s request to hold their 9-11 run on Saturday, September 10, 2022. Motion seconded by Councilwoman Sloan. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Hipskind voted aye, none nay. Motion carried.

Highland High School Homecoming Parade – Special Event Application and Road Closure Request – Caleb Houchins, HHS Asst. Principal, stated we are requesting road closures on Wednesday, September 21, 2022 for the annual high school homecoming parade. The parade is staged at the elementary school area on Lindenthal Avenue and proceeds to the Square. We request the police department’s assistance at Broadway. Councilman Frey made motion to approve the Highland High School’s request to hold HHS Homecoming Parade on September 21, 2022. Motion seconded by Councilwoman Bellm. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Hipskind voted aye, none nay. Motion carried.

Staff Report:

City Manager Conrad expressed, last week, the fair board did a tremendous job of persevering through the weather last week. It was a very successful event and a job well done by the fair board.

NEW BUSINESS

Bill #22-127/RESOLUTION Authorizing City to Share Costs Up to Fifty Percent with Landowners Scott Schuette and Joe Caitlin for Construction of a Pond and Discharge Pipe to Reduce Silt and Sediment Load Entering Silver Lake – Councilman Frey made a motion to approve Bill #22-127/Resolution #22-08- 2966 authorizing City to share costs up to fifty percent with landowners Scott Schuette and Joe Caitlin for construction of a pond and discharge pipe to reduce silt and sediment load entering Silver Lake as attached. Motion seconded by Councilwoman Bellm. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Hipskind voted aye, none nay. Motion carried.

Bill #22-128/RESOLUTION Approving and Authorizing Application for Metro East Park and Recreation District (MEPRD) Grant to Offset Costs of Proposed New Playground for Hoffman Park - Councilwoman Bellm made a motion to approve Bill #22-128/Resolution #22-08-2967 approving and authorizing application for Metro East Park and Recreation District (MEPRD) Grant to offset costs of proposed new playground for Hoffman Park as attached. Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Hipskind voted aye, none nay. Motion carried.

Bill #22-129/ORDINANCE Authorizing the Sale of City Owned Surplus Real Estate to Scott Kuhn and Steven Stevenson Pursuant to Contract, Specifically 820 Mulberry Street (Old Police Station) - Councilman Frey made a motion to approve Bill #22-129/Ordinance #3212 authorizing the sale of city owned surplus real estate to Scott Kuhn and Steven Stevenson pursuant to contract, specifically 820 Mulberry Street (Old Police Station) as attached. Motion seconded by Councilwoman Bellm. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Hipskind voted aye, none nay. Motion carried.

Bill #22-130/ORDINANCE Authorizing Real Property of the City to be Sold Pursuant to 65 ILCS 5/11-76-2, Specifically 1808 Olive Street - Councilwoman Bellm made a motion to approve Bill #22-130/ Ordinance #3213 authorizing real property of the city to be sold pursuant to 65 ILCS 5/11-76-2, specifically 1808 Olive Street, (PIN # 01-2-24-0-16-403-028) as attached. Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Hipskind voted aye, none nay. Motion carried.

REPORT

Accepting Expenditures Report #1224 for July 16, 2022 through July 29, 2022 – Councilman Frey made a motion to accept Expenditures Report #1224 for July 16, 2022 through July 29, 2022 as attached. Motion seconded by Councilwoman Bellm. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Hipskind voted aye, none nay. Motion carried.

Councilwoman Bellm made a motion to adjourn. Motion seconded by Councilman Frey. All council members voted aye, none nay. Motion carried. Meeting adjourned at 7:14pm.
