The Village of Glen Carbon board recently discussed the upcoming tax levy and budget.
Kelly Korte, the director of finance, presented briefly on the tentative tax levy at the Nov. 8 Village Board of Trustees meeting. The finance committee recommended a plan that would include an increase from the last year’s levy of 4.8%, which would result in a levy worth $3,890,153. If they were to use these numbers in their final tax bill it would increase the rate by 1.7%.
Korte brought in a total of four proposed tax levy plans to the board. Besides the recommended plan, there were other options for taking in only the bare minimum that the village would need and some other plans with different estimated rates since the percentages are based on the EAV, which will not be released by the county until 2023. Taking this into account, all plans are estimates only, not final numbers.
"I feel very confident in the 3%, but it is all based on the assessed valuation of the county. But based on prior history over the past 10 years, looking at those average increases, I feel confident that 3% should be really accurate," Korte said at the meeting.
Highlights of the estimate budget for 2023 include expected revenues exceeding expected expenses by $246,870, most of which comes from some grant funding for multiple years coming in all at once. In terms of personnel, there are some positions receiving a 3% raise and an addition to the budget for a couple of parks and police positions that the village has added. Both the budget and the tax levy will receive a final vote at a later meeting.
