Q4 2022 Recap: 2 parolees from St. Clair County convicted of financial crimes or fraud set for release

There were two offenders convicted of financial crimes or fraud living in St. Clair County released on parole during the fourth quarter of 2022, according to Illinois Department of Corrections data obtained by the Metro East Sun.

The data shows both of the released offenders among the parolees were men. The median age of the parolees sentenced for financial crimes or fraud was 31. The younger parolee was a 28-year-old man sentenced in 2021, and the oldest was a 34-year-old man sentenced in 2022.

The offender who had been incarcerated the longest was Dennis A. Owens. He was convicted in 2022 when he was 33 years old. He is now 34.

Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.
