City of Belleville Historic Preservation Commission met Feb. 22.

Mr. LeChien called the meeting to order at 7:00 pm

Chairperson's Report: No Report

Secretary Report: Mr. Owens will be presenting the January 17, 2023 meeting minutes at March 2023 Meeting

Treasurer's Report:

Mrs. Hettenhausen shared that the funds available to the commission is: Budget: $2000; Savings $0 as of January 2023.

NEW / OLD BUSINESS

Discussion and possible motion on newsletter

Nothing on the newsletter was completed at this time.

Discussion and possible motion on budget

$2000 Parks and Recreation to go to 6th street park

Mr. LeChien made a motion that the $2000 be forward to Parks and Recreation earmarked for the future 6th Street Park.

Mr. Dominque - Seconded the motion.

Motion passed unanimously.

Discussion and possible motion for an additional street banner for 127 Mascoutah Ave.

Discussion of creating a new banner with Gustave and Sophie Koerner's face on it to replace the banner that is on the corner of Mascoutah and Lincoln Street. Mr. Owens agreed to create that banner but had reservations of the printing possibilities of two faces on both sides and if a banner was to be made, Gustave should be on both sides. The new banner would be created and use monies from the upcoming FY2024 budget allottment. Mr. LeChein would email Mr. Owens the photo he had of Gustave Koerner.

Ms McKenzie made a motion to have a new banner made depicting the image of Gustave Koerner to be placed on the corner of Mascoutah and Lincoln Street.

Mr. Gaa Seconded the motion.

4 affirmatives; 2 opposed; 1 abstained

Motion passed

Discussion on vacant properties in Hexenbuckel District

Discussion with neighbors of the Hexenbuckel neighborhood concerning increase in derelict properties and how can things change. A plan was made to have Mr. Schauster contact the Ward 2 Alderpersons and meet with the representatives present. It was also decided that Mr. LeChien would attend as a representative of the commission.

Design Review Manual

Mr. Schauster shared that a consultation firm has been contacted which specializes in Historic District Design Manuals and it would cost around $8000 to update our current Design Review Manual. This consultation firm would perform a full manual review and rewrite with current practices and materials acceptable to maintain historic homes. This would be paid with possible grant money coming available to the City of Belleville in March 2023 - Date has moved again.

Mr. Schauster gave an update and timeline for proposals to be entered.

Miscellaneous Discussion

Discussion of a small wall in front of the Koerner house and if the state would allow it to occur.

Ms McKenzie - Seconded.

Motion passed unanimously.
