Chairman Alderman Randle called the meeting to order at 6:00 p.m.
Public Participation
Michael Hagberg requests an update for the previous TWM Pavement Management/GIS which was presented to the committee November 2022.
Approval of Minutes
Alderman Ovian made a motion to approve the minutes from March 20, 2023. Alderman Weygandt seconded the motion. All members were in favor by voting aye.
Assistant Director of Public Works
Jason Poole gave an overview of the Public Works Department. After the thunderstorm moved through the Belleville area Saturday evening, the city had multiple utility lines and trees down. Several men were dispatched to secure and place barricades around the downed power lines to help with preparation for Ameren.
They also removed trees that had fallen onto roads, opening roadways where possible.
Jason explained the Public Works Department will be conducting a house-by-house sweep for the community April 24th, for storm debris. The focus will be in the areas where the storm hit the hardest. Residents are asked to place all storm debris to the curb for city crews to pick up.
New Business
1. Lebanon Ave. Resolution for Improvement
Motion to approve a Resolution for Maintenance Under the Illinois Highway Code, with the Illinois Department of Transportation (Section Number 17-00169-02-RS), in the amount of $570,773.70 for Lebanon Ave. resurfacing and all necessary work to complete the project. (TIF/MFT Funds)
Alderman Hazel made a motion to approve a Resolution for Maintenance Under the Illinois Highway Code, with the Illinois Department of Transportation (Section Number 17-00169-02- RS), in the amount of $570,773.70 for Lebanon Ave. resurfacing and all necessary work to complete the project. Alderman Weygandt seconded the motion.

2. N. Charles & Dewey
Motion to approve Hank's Excavating and Landscaping, Inc., lowest responsive bidder, in the amount of $439,730.60 for improvements to N. Charles and Dewey Street. Work consists of removals, earthwork, aggregate base, HMA binder and surface courses, sidewalk, driveway pavement, storm sewer and drainage structures, seeding and all incidental and collateral work necessary to complete the work. (TIF 12 Funds)

Motion to approve DMS Contracting, Inc., lowest responsive bidder, in the amount of $292,020.00.
3b. 2024 Ditching Program
Motion to approve Hank's Excavating & Landscaping, Inc., lowest responsive bidder, in the amount of $197,950.00.
Alderwoman Sullivan made a motion to approve DMS Contracting, Inc., lowest responsive bidder, in the amount of $292,020.00 for the 2024 Roadway Oil/Chip Program and Hank's Excavating & Landscaping, Inc., lowest responsive bidder, in the amount of $197,950.00 for the 2024 Ditching Program. Alderman Weygandt seconded the motion.

4. South Church Street Reconstruction
Motion to approve an agreement with Oates Associates in the amount of $139,900.00 for improvements to South Church Street from South Belt East to Garfield Street. Fee to include the preparation of plans, specifications, and cost estimates needed for design of sidewalks, curbs, mill and overlay on South Church Street from North of the train tracks near South Belt East to the intersection of Garfield Street. (CDBG/ARPA Funds)

Motion to approve Lochmueller Group, LLC., in the amount of $126,000.00 for the improvements of Main Street from 6th Street to just east of Oak St.; West A St. from 3rd St. to Illinois St.; 3rd St. from Main St. to A St.; 1st St. from Main St. to A St.; Illinois St. from Washington St. to A St. Work consists of pavement milling and resurfacing, isolated pavement patching, and restriping of the new pavement. (ARPA Funds)

Miscellaneous/Aldermanic Discussion
Alderwoman Duco explained she had received a concern from a resident at 20 N. 13th St. After the city had replaced the sidewalks and curbs, the grass seed has blown away. The resident also stated the potholes were not filled very well. The resident also added, his house shakes every time a car goes by.
Alderman Weygandt asked Jason if he has any information for purchasing a Hot Box and Roller to perform asphalt repairs. Jason explained he has demonstrated a couple of Hot Box units and is in the process of receiving quotes. Jason added the Roller may be a rental item as this would require additional manpower.
Sal replied to Michael Hagberg's request for the previous TWM Pavement Management/GIS.
After discussion, the meeting was adjourned.
