City of Fairview Heights Community Committee met June 21.

Here are the minutes provided by the committee:

Committee Members in attendance - Frank Menn, Ryan Vickers - video/teleconference (arrived at 7:19 p.m.), Brenda Wagner, Harry Zimmerman, Bill Poletti, Mayor Mark Kupsky, Ex-officio

Approval of May 17, 2023 minutes

Motion and second to approve said minutes were made by Committee Members Brenda Wagner/Harry Zimmerman. Roll call vote: Aldermen Frank Menn, Brenda Wagner, Harry Zimmerman and Bill Poletti voted yes. The motion carried by voice vote with 4 yeas.

Parks & Recreation Committee

Parks and Recreation Director's Report Director Beaston presented the Director's Report to Committee for review. Director Beaston received notification that the gates at Moody Park were expected to be operational on or around Monday, June 26, 2023. Alderman Peck complimented staff on the new electronic sign at Moody Park and the success of the Goose Management Program. There were no questions.

Discussion for Park Issues: Advise committee of recommendations for changes to the Revised Code Section 29-2-1.

Director Beaston briefed Committee regarding recent park issues at Moody Park regarding social media gatherings. Staff will be working with the Police Department to amend our legislation to include new verbiage to control these types of events.

Development Committee

Economic Development Director's Report

Mayor Mark Kupsky presented the Economic Development Report to Committee for review. Mayor Kupsky reported that the city has hired a new Economic Development Director, Ted Shekell, who will be starting in July; the Sketchers Store will be closing; and the St. Clair Square and The Shoppes are at high occupancy. There were no questions.

Land Use & Development Committee

Land Use & Development Director's Report

Director Alley presented the Director's Report to Committee for review. There were no questions.

PC-05-23 Special Use Permit to allow a Tunnel ar Wash at 6118 North Illinois Street

Director Alley briefed Committee regarding a Special Use Permit to allow a Tunnel Car Wash at 6118 North Illinois Street.

Rick Spector, Tenant Representative for property, was present and available to answer questions.

Motion and second to forward to City Council with no recommendation, a Special Use Permit to allow a Tunnel Car Wash at 6118 North Illinois Street, were made by Committee Members Bill Poletti/Brenda Wagner. Roll call vote: Aldermen Frank Menn, Brenda Wagner, Harry Zimmerman and Bill Poletti voted yes. Alderman Vickers voted nay. The motion carried by voice vote with 5 yeas and 1 nay.

Resolution of support for Metro East Parks and Recreation District Grant for Grant School Connector Trail.

Director Alley briefed Committee regarding a Resolution of support for Metro East Parks and Recreation District Grant for Grant School Connector Trail.

Motion and second to forward to City Council for approval, a Resolution of support for Metro East Parks and Recreation District Grant for Grant School Connector Trail, were made by Committee Members Brenda Wagner/Bill Poletti. Roll call vote: Aldermen Frank Menn, Ryan Vickers, Brenda Wagner, Harry

Zimmerman and Bill Poletti voted yes. The motion carried by voice vote with 5 yeas.

Contract for Safe Routes to School and Metro East Parks and Recreation District Grants for Grant School Connector Trail from TWM Engineering.

Director Alley briefed Committee regarding a Contract for Safe Routes to School and Metro East Parks and Recreation District Grants for Grant School Connector Trail from TWM Engineering.

Motion and second to forward the City Council for approval, a Resolution entering into an Agreement with TWM, Inc. for Professional Services for the Safe Routes to School and Metro East Parks and Recreation District Grants for Grant School Connector Trail were made by Committee Members Frank Menn/Bill Poletti. Roll call vote: Aldermen Frank Menn, Ryan Vickers, Brenda Wagner, Harry Zimmerman and Bill Poletti voted yes. The motion carried by voice vote with 5 yeas.

Motion and second to adjourn were made by Bill Poletti/Harry Zimmerman. Motion carried.
