City of Jerseyville City Council met Sept. 5

Here are the minutes provided by the council:

Mayor Kevin Stork called the regular session of the Jerseyville City Council to order Tuesday, September 5th at City Hall beginning at 6:00 p.m.

ROLL CALL

Present were Commissioners Anthony Steckel, Steve Pohlman, Zachary Crawford, John Miles, and Mayor Stork. City Attorney William Strang was present via teleconference.

Comm. Pohlman led the opening prayer and pledge of allegiance was recited.

MINUTES

A motion was made by Comm. Pohlman, seconded by Comm. Steckel, to approve the minutes from the regular meeting held Tuesday, August 22, 2023. Roll call vote showed Pohlman aye, Crawford abstain, Steckel aye, Miles abstain, and Mayor Stork aye. Motion carried.

BILLS

A motion was made by Comm. Steckel, seconded by Comm. Crawford, to approve the bills as presented for September 5, 2023, in the amount of $389,269.53. Comm. Steckel reported bill total included invoices from Jun Construction and Stutz Excavating for Sandy Creek drainage project and Susnig Complex improvements. Roll call vote showed all voted aye, no nays, motion carried.

UNFINISHED BUSINESS

A. A motion was made by Comm. Miles, seconded by Comm. Steckel, to approve the final motion to sell surplus property lots 63 and 64 of Union addition, commonly known as 506 and 508 Easton Avenue, owned by the City to Illinois American Water pursuant to the terms of resolution 2023.07.25 approved on July 25, 2023. Mayor Stork mentioned this is the final step to the sale of this property owned by the City and after being appraised and reached an agreement on purchase price. This item was tabled at the last Council meeting due to lack of quorum necessary. Roll call vote showed all voted aye no nays, motion carried.

NEW BUSINESS

A. A motion was made by Comm. Crawford, seconded by Comm. Steckel, to approve establishing a checking account for the Illinois Department of Natural Resources Open Space Lands Acquisition and Development Grant for Lions Club Improvements. Mayor Stork announced the City has received the first half of the grant funds from the State. Roll call vote showed all voted aye, no nays, motion carried.

B. A motion was made by Comm. Crawford, seconded by Comm. Miles, to approve a request from the Library to close North Lafayette St. between West Exchange St. and West Pearl St. from 4:00 to 7:00 p.m. on Thursday, September 28th for Block Party in celebration of National Good Neighbor Day. Librarian Judy Pruitt was present stating this is a new event for the Library and an opportunity to get together with neighbors of the Library. Present will be the Sheriff’s Department who will be fixing hot dogs, Riverbend Axe throwing, and Strang and Parish Law Office will be offering sno cones. First Baptist Church has given permission to use their parking lot. Roll call vote showed all voted aye, no nays, motion carried.

C. A motion was made by Comm. Pohlman, seconded by Comm. Miles to approve a request from the Library for a donation in the amount of $1,000.00 for the upcoming Halloween festival. Librarian Judy Pruitt mentioned the donation will go towards the cost of two giant inflatables for the Halloween festival to be held on October 28th. Roll call vote showed all voted aye, no nays, motion carried.

D. A motion was made by Comm. Miles, seconded by Comm. Crawford, to approve using City Center Park on Saturday, October 28th from 9:00 a.m. to 2:00 p.m. as well as permission to close Jefferson St. from Pearl St. to Royal Banks entrance for their Halloween Festival. Roll call vote showed all voted aye, no nays, motion carried.

E. A motion was made by Comm. Pohlman, seconded by Comm. Miles, to approve a proclamation designating the last Sunday in September, September 24th, as Gold Star Mother’s and Family’s Day and permission to close West Pearl St. from Washington St. to Lafayette St. from 1:00 to 3:00 p.m. for ceremony. Mr. Greg Breden was present and thanked the Council for their support. Roll call vote showed all voted aye, no nays, motion carried.

OTHER BUSINESS – Mayor Stork announced the next Rock the Block concert event to be held Friday, September 8th from 8:00 to 11:00 p.m. at the Firehouse with the Jake Maurer Band performing. The oil and chip of roads will be September 13, 14, and 15th. Lastly, Pickleball tournament will be held at Lions Club Park, sponsored by the Jerseyville Police T.E.E.N.S program on September 23rd and 24th, team registration $70.00, deadline September 15th, and free shirt if registered by September 8th.

PUBLIC COMMENT – None

CLOSED SESSION – A motion was made by Comm. Steckel, seconded by Comm. Crawford, to go into closed session to discuss litigation. Roll call vote showed all voted aye, no nays, motion carried.

ADJOURNMENT

Being no other business to be discussed and no action taken from of closed session, a motion was made by Comm. Steckel, seconded by Comm. Crawford, to adjourn the meeting at 6:45 p.m. Roll call vote showed all voted aye, no nays, motion carried.
