House Committee on Veterans’ Affairs Chairman Mike Bost (R-Ill.) delivered opening remarks today at the start of the Committee’s oversight hearing titled, “Everyday Heroes: Supporting the Veteran Caregiver Community.”
Bost began by recognizing Gold Star Families Remembrance Week, which honors families who have lost loved ones in service to the nation. He expressed gratitude for their sacrifices.
The focus of the hearing was on the critical issues facing veteran caregivers. Bost emphasized that caregivers, including veterans' spouses, children, and parents, make numerous sacrifices and often face emotional, financial, and physical hardships. "As a veteran who comes from a military family, I understand these challenges firsthand," he said.
Bost referred to a recent RAND Corporation report highlighting the evolving demographics of caregivers and noted concerns about mental health resources. He pointed out that many caregivers are isolated and experience high levels of stress but are unaware or unable to access V.A. resources such as caregiver-specific mental health support groups.
Provisions from Senator Elizabeth Dole Act aim to address these issues by requiring V.A. to award grants for improving mental health support for caregivers. Bost stated this is an important step towards addressing mental health stigma and providing necessary support.
Economic pressures were also discussed as many caregivers reduce work hours or leave employment entirely. While some financial support is available through V.A. stipends, it often falls short.
Bost criticized the Biden-Harris administration for failing to release new regulations for the “Program of Comprehensive Assistance for Family Caregivers,” leaving thousands in limbo. He mentioned reports from caregivers that V.A. has slowed down services due to a budget shortfall but noted confusion over why caregiver budget accounts seem unaffected.
He highlighted the importance of holding V.A. accountable and ensuring full support for caregivers during today's hearing.
Bost concluded by emphasizing his commitment to advancing the Dole Act legislation aimed at expanding access to home and community-based services for veterans and improving mental health support for caregivers.
The hearing included testimony from Vanessa Chism, an Elizabeth Dole Caregiver Fellow caring for her husband daily, providing insight into the life of a veteran caregiver.
Ranking Member Takano was then recognized for his opening comments.
