City of Fairview Heights City Council met Nov. 19
Here are the minutes provided by the council:
The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. by Alderman Bill Poletti in the City Council Chambers, 10025 Bunkum Road, Fairview Heights, IL and also conducted virtually for guest attendees and City Council members per Resolution 4391-2021 with the Pledge of Allegiance and Invocation by City Clerk Karen Kaufhold.
ROLL CALL
Roll call of Aldermen present: Aldermen Barbara Brumfield, Brenda Wagner, Harry Zimmerman, Pat Peck, Ryan Vickers, Bill Poletti, Denise Williams, and Frank Menn. Aldermen Josh Frawley was absent unexcused. Alderman Anthony LeFlore attended virtually - excused - arrived at 7:08 P.M. Mayor Mark Kupsky attended virtually. City Clerk Karen Kaufhold and Attorney Andrew Hoerner were present.
PUBLIC PARTICIPATION
Dallas Alley, Director of Land Use and Development, announced that supplies for the Mall Parade will be provided.
CONSENT AGENDA
Alderman Barbara Brumfield moved to approve the November 5th, 2024 City Council minutes, Finance Director's Report and the bills and invoices presented for payment in the amount of $3,319,732.80. Seconded by Alderman Pat Peck.
Roll call on the November 5th, 2024 City Council minutes, Finance Director's Report and the bills and invoices presented for payment in the amount of $3,319,732.80 showed Aldermen Brumfield, Wagner, Zimmerman, Peck, Vickers, Poletti, Williams, and Menn voting "Yea". Alderman Frawley and LeFlore were absent. Motion passed with 8 yeas and 2 absent.
COMMITTEE REPORTS
Alderman Bill Poletti announced that the Community Committee meeting was canceled and rescheduled for Monday, November 25th, 2024 at 7:00 P.M.
COMMUNICATIONS FROM THE MAYOR
The Mayor asked Alderman Bill Poletti to remind everyone that the Mall Parade will be at 6:00 P.M. tomorrow for their 50th Anniversary. On behalf of the Mayor, Alderman Poletti, wanted to thank everyone for all the great well wishes, a speedy recovery, and to pass on his Thanksgiving wishes to everyone for a Happy and safe Holiday. The Mayor also wanted everyone to please take time out to remember the Police Officers who are working this Holiday to protect this City.
COMMUNICATIONS FROM ELECTED OFFICIALS
Our City Clerk, Karen Kaufhold, wanted to remind everyone the tree is up in the front hallway of City Hall, with tags for the "Santa for Seniors" program. Please stop by and pick a senior to purchase holiday gifts for. Please return the gifts to Kathy Frawley by December 12th, 2024. Alderman Poletti wishes everyone a Happy Thanksgiving.
UNFINISHED BUSINESS
Proposed Ordinance No. 14-'24 an Ordinance prohibiting the use of Groundwater as a potable water supply by the installation or use of potable water supply well or by any other method. Proposed Ordinance 14-'24 was read for the second time.
Roll Call on Proposed Ordinance No. 14-'24 showed Aldermen Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, and Menn voting "Yea". Alderman Frawley was absent. Motion passed with 9 yeas and 1 absent.

Proposed Ordinance No. 15-'24 an Ordinance providing for the Annexation of certain territory know as 7451 N Illinois Street and providing for recording a copy of this Ordinance, together with an accurate map in the Recorder of Deeds Office and filing of same in the County Clerk's Office in St. Clair County in Compliance with the provisions of 65 ILCS 5/7-1-8. Proposed Ordinance No. 15-'24 was read for the second time.

Proposed Ordinance No. 16-'24 an Ordinance abating the tax hereto levied for the year 2024 to pay the principal of and interest on the NINE MILLION FOUR HUNDRED SEVENTY THOUSAND DOLLAR ($9,470,000.00) General Obligation Bonds, Series 2017 of the City of Fairview Heights, St. Clair County, Illinois.
Proposed Ordinance No. 17-'24 an Ordinance abating the tax hereto levied for the year 2024 to pay the principal of and interest on the SEVEN MILLION NINE HUNDRED TWENTY-FIVE THOUSAND DOLLAR ($7,925,000.00) General Obligation Bonds, Series 2018 of the City of Fairview Heights, St. Clair County, Illinois. Motion by Alderman Peck. Seconded by Alderman Wagner. Proposed Ordinance No. 16-'24 and Proposed Ordinance No. 17-'24 were read for the first time.
Motion made by Alderman Pat Peck to remove the Library's Proposed Ordinances No. 18-'24 and 19- '24 and send to Finance Committee. Seconded by Alderman Brenda Wagner.
Roll Call on the motion showed Aldermen Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, and Menn voting "Yea". Alderman Frawley was absent. Motion passed with 9 yeas and 1 absent.
Proposed Resolution No. 62- '24 a Resolution authorizing the Mayor on behalf of the city to enter into an agreement for Professional Engineering Services with Gonzalez Companies, LLC for the preparation of a Surface Transportation Program (STP) Grant Application for improvements to Longacre Drive. Motion by Alderman Brumfield. Seconded by Alderman Wagner.
Roll call on the Proposed Resolution No. 62-'24 showed Aldermen Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, and Menn voting "Yea". Alderman Frawley was absent. Motion passed with 9 yeas and 1 absent.

Alderman Peck moved to adjourn. Seconded by Alderman Wagner. Motion carried.
