City of Fairview Heights City Council met Dec. 3
Here are the minutes provided by the council:
The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. Mayor Mark T. Kupsky in the City Council Chambers, 10025 Bunkum Road, Fairview Heights, IL and also conducted virtually for guest attendees and City Council members per Resolution 4391-2021 with the Pledge of Allegiance and Invocation by City Clerk Karen Kaufhold.
ROLL CALL
Roll call of Aldermen present: Aldermen Brenda Wagner, Pat Peck, Anthony LeFlore, Denise Williams, Josh Frawley, and Barbara Brumfield. Aldermen Harry Zimmerman and Bill Poletti attended virtually – excused - ill. Alderman Ryan Vickers attended virtually – unexcused. Aldermen Frank Menn was absent – excused - work. City Clerk Karen Kaufhold and Attorney Andrew Hoerner were present.
PUBLIC PARTICIPATION
John Winters, the New Fire Chief, introduced himself.
Eric Kirchner spoke prior to the vote on Proposed Resolution No. 66-’24, about the Car Wash on 6118 N. Illinois Street.
CONSENT AGENDA
Alderman Barbara Brumfield moved to approve the November 19th, 2024 City Council minutes.
Seconded by Alderman Brenda Wagner.
Roll call on the November 19th, 2024 City Council minutes showed Aldermen Wagner, Zimmerman, Peck, Vickers, LeFlore, Poletti, Williams, Frawley, and Brumfield, voting “Yea”. Alderman Menn was absent. Motion passed with 9 yeas and 1 absent.
COMMITTEE REPORTS
The Mayor announced that Operations and Administration Committee Meeting will be on December 11th, 2024 at 7:00 P.M.
COMMUNICATIONS FROM THE MAYOR
The Mayor began with talking about the busy shopping weeks ahead and having larger crowds than the last few years. The Mayor announced The REC will be hosting its’ breakfast with Santa on December 7th, 2024 and Family Gingerbread Night on December 18th 2024. Mayor Mark announces that the Holiday Snow globe Campaign has started and lots of business are participating in it, creating lots of excitement.
COMMUNICATIONS FROM ELECTED OFFICIALS
Alderman Brenda Wagner commented on the Election Objection Hearing and also complimented the judges.
Alderman Barbara Brumfield stated the Pastor of First Baptist Church in Fairview Heights said our Public Works is doing a great job keeping the roads clear and clean.
COMMUNICATIONS FROM ELECTED OFFICIALS - Continued
Alderman Pat Peck announced the next Trekking for trash is December 14th, 2024.
Alderman Brenda Williams stated she had received positive feedback on the Mall Parade.

Proposed Ordinance No.16-’24 an Ordinance abating the tax hereto levied for the year 2024 to pay the principal of and interest on the NINE MILLION FOUR HUNDRED SEVENTY THOUSAND DOLLAR ($9,470,000.00) General Obligation Bonds, Series 2017 of the City of Fairview Heights, St. Clair County, Illinois.
Proposed Ordinance No. 17-’24 an Ordinance abating the tax hereto levied for the year 2024 to pay the principal of and interest on the SEVEN MILLION NINE HUNDRED TWENTY-FIVE THOUSAND DOLLAR ($7,925,000.00) General Obligation Bonds, Series 2018 of the City of Fairview Heights, St. Clair County, Illinois.

Proposed Ordinance No.18-’24 an Ordinance to provide for the levy of a tax for Library purposes, pursuant to the Local Library Act (75 ILCS 5/3-1), for the City of Fairview Heights, St. Clair County, IL for the fiscal year beginning May 1, 2025 and ending April 30, 2026.
Proposed Ordinance No. 19-’24 an Ordinance abating the tax hereto levied for Library purposes for the fiscal year starting May 1, 2025, and ending April 30, 2026, in the amount of EIGHT HUNDRED SEVETY-EIGHT THOUSAND ONE HUNDRED SIXTY-ONE DOLLARS ($878,161). Motion by Alderman Poletti. Seconded by Alderman Williams.
Proposed Ordinance No. 18-’24 and Proposed Ordinance No. 19-’24 were read for the first time.
Proposed Ordinance 20-’24 an Ordinance repealing Chapter 29, of Ordinance No. 190, “The Revised Code, “Parks, in its Entirety and; an Ordinance establishing a new Chapter 29, Parks. Motion by Alderman Wagner. Seconded by Alderman LeFlore. Proposed Ordinance No. 20-’24 was read for the first time.
Proposed Resolution No. 63- ‘24 a Resolution authorizing the Mayor on behalf of the City to enter into an Engineering Services Agreement with TWM, Inc to provide Professional Engineering Services for TAP and MEPRD Grant Applications. Motion by Alderman Wagner. Seconded by Alderman Williams.

Motion made by Alderman Peck to table Proposed Resolution 67-’24 until the Next City Council Meeting on December 17th, 2024. Seconded by Alderman Frawley.

Alderman Wagner moved to adjourn. Seconded by Alderman Williams. Motion carried.
