During the trial of former Illinois Speaker of the House, Michael Madigan, jurors were presented with evidence of bribery and ghost jobs. These allegations led to a guilty verdict for Madigan, who had been a powerful figure in Illinois politics.

Despite this outcome, the political environment influenced by Madigan remains largely unchanged. His chosen successor now leads the House of Representatives under rules established during Madigan's tenure.

The current system allows significant control over legislation by one individual. This includes blocking initiatives such as term limits or redistricting reforms. The system also enables legislators to engage in lobbying while holding office and permits officials facing criminal charges to use campaign funds for legal expenses.

In response to the verdict, there are calls for ethics reform in Illinois. House Republicans have proposed a legislative package aimed at increasing accountability and reducing corruption.

Representative Schmidt has notably voted against restrictive house rules that influence legislative processes in Illinois. Adopting these procedural rules is considered a critical decision for lawmakers as they set governance standards for two years.
