City of Belleville Finance Committee met Aug. 12

Chairman Whitaker called the meeting to order at 6:38 pm. Roll call was taken.

Alderpersons Kaiser, Rothweiler, and Sullivan were excused. All other committee members were present. Chairman Whitaker introduced guests. Emergency evacuation procedures were announced.

Chairman Whitaker opened public participation. There was no one for public participation.

Public participation was closed.

Chairman Whitaker asked for a motion to approve the minutes from the July 8, 2025 meeting.

Motion

Alderperson Randle made a motion to approve the minutes from July 8, 2025. Alderperson Dowling Urban seconded. All attending members voted yes. The motion passed.

West Branch Library Flooring

Mike Schaefer explained that we could have looked at carpet, because it is cheaper, but the lifespan is about half of what it is for the flooring in this bid, which should last about 25 years.

Motion

Alderperson Randle made a motion to approve the low bid of $39,427 from ICS Construction Services, Ltd. for replacement of flooring at the West Branch Library.

Alderperson Anthony seconded. Roll call vote was taken. Alderpersons Dowling Urban, Randle, Anthony, Elmore and Whitaker all voted yes. The motion passed.

Copy Machine and Printer Contract

Jamie Maitret stated that we have had contracts with Watts for copy machines and printers for many years, and have been happy with them. This contract will replace almost all of the equipment. The cost is approximately $70 more per month than it is now. The contract is for five years. The payment for the lease amount of the equipment will now be through De Lage Landen, but Watts will still maintain and service all of the equipment.

Motion

Alderperson Randle made a motion to approve the Equipment Maintenance Agreement with Watts Copy Systems, Inc. for 60-month maintenance agreement on copy machines & printers, including lease-purchase agreement with De Lage Landen Public Finance LLC for the machines (OMNIA contract #241203). Alderperson Elmore seconded. Roll call vote was taken. Alderpersons Dowling Urban, Randle, Anthony, Elmore and Whitaker all voted yes. The motion passed.

Public Works Tractor

Jason Poole explained this tractor will be used to mow rights of way. We have $75,000 budgeted just for the tractor, but we were able to get this proposal to include a rotary cutter with the tractor, all for $76,021.82.

Motion

Alderperson Randle made a motion to waive the formal bidding procedures and utilize the Sourcewell Cooperative Purchasing Alliance (contract #082923-DAC) to purchase one new 2025 John Deere 5090E Tractor with a John Deere RC8M Rotary Cutter for Public Works from Deere & Company for $76,021.82. Alderperson Dowling-Urban seconded. Roll call vote was taken. Alderpersons Dowling Urban, Randle, Anthony, Elmore and Whitaker all voted yes. The motion passed.

Lease with Illinois House of Representative for office space at the Campus

Jamie Maitret explained that this lease would be for office space at the Campus for Representative Hoffman to run his District office out of. The term is just over a year, and the rent is approximately $2,500 per month. Questions arose if this price per square foot was the same as everyone else was being charged. Jamie stated that it was. Alderperson Randle also asked if the lease spelled out that the space was not allowed to be used for campaign purposes. Jamie stated that it does not specifically spell that out, but State laws should prohibit that anyway. She will ask if it needs to be specifically spelled out in the lease.

Motion

Alderperson Elmore made a motion to approve lease with the Illinois House of Representatives by its agent, State Representative Jay C. Hoffman for office space at the  Campus. Alderperson Dowling-Urban seconded. Roll call vote was taken. Alderpersons Dowling Urban, Randle, Anthony, Elmore and Whitaker all voted yes. The motion passed.

Alderperson Elmore made a motion to receive and file the revenue sources. Alderperson Randle seconded. All attending members voted yes. The motion passed.

Alderperson Elmore made a motion to adjourn at 6:46 pm. Alderperson Randle seconded.
