IV. CASES

A. Case 2025-25 – Cedar Ridge Subdivision Phase 2

Final Subdivision Plat

Developer: Cedar Ridge Development LLC

Engineer: TWM, Inc.

The zoning is located within unincorporated Madison County and is zoned “A” Agricultural District. The property size is approximately 82.48 acres. It is designated as “Parks and Recreation”.

Water service is provided by NE Central Water District. Private septic tanks will be provided to all lots. Electric will be provided by Southwestern Electric Cooperative. 

The subject properties are rolling with a ridge in the middle and two lakes. The subject properties are primarily wooded. Lots in Phase 2 will be accessed by a 50’ wide roadway River Birch Drive that leads into a cul-de-sac as well as a 50’ wide roadway Birchwood Drive leading to White Pine Drive cul-de-sac. A 50’ private cross assessments easement is provided at the end of Birchwood Drive for a fire department turnaround. There will be a separate document that will be recorded prior to the plat being recorded. The owner of this parcel has interest in the development of Cedar Ridge. The developer is proposing 5-foot sidewalks along the internal subdivision streets. A variance was previously approved to stop short of extending sidewalks to Old Carpenter Road.

STAFF DISCUSSION

The Final Plat for Phase 2 of the Cedar Ridge Subdivision contains lots 6 through 36 of the 36 single-family residential districts lots approved on the Preliminary Plat. This is the former location of St. Catherine’s Golf Course.

The subject tract is currently located in unincorporated Madison County and is within the City’s extra jurisdictional review area. It is not requested to be annexed.

Water connections will be made and extended from Old Carpenter Road by NE Central Water District. The greenspace requirements were waived as part of an approved variance request with the Preliminary Plat as defined below. Variances:

1. Road stubs will require a Fire Department turn-around in compliance with the IFC D103.4 and Figure. D103.1,

2. The variance for cul-de-sac streets in excess of 500 feet is recommended for approval.

3. As it adheres to an applicable standard from IDOT, the variance for street pavement sections is recommended for approval.

4. As sidewalks are intended to be constructed if the adjacent parcel and Outlot A are ever developed, the variance for sidewalk location is recommended for approval.

5. As the proposed lots are agriculturally zoned with a minimum size of two (2) acres, the variance from the green space requirement is recommended for approval.

STAFF RECCOMENDATION

Staff recommends approval of the Cedar Ridge Phase 2 Final Plat.

Tim Harr asked who would maintain the roadways. Justin Venvertloh stated that Fort Russell Township would, and it is their fire district as well. Edwardsville would be a mutual aid if needed. Harr stated that it was a beautiful property. Mike Boline asked if this parcel is being considered for annexation. Breana Buncher stated that it is not at this time. David Gerber asked about if they have gone through the County yet. Venvertloh stated

that they will do that after the approval from the City. They have several closings lined up for lots.

V. PROJECT UPDATES – Tim Harr asked about the construction going on at Prairie Farms. Justin Venvertloh stated that it is still a part of Prairie Farms but will create additional conference rooms and offices.

Mike Boline asked about the City parking lot. Ryan Zwijack stated that it is still in the concept plan phase. The building that was torn down adds an additional twenty spaces.

Tim Harr asked for an update on the Comprehensive Plan. Ryan Zwijack stated that staff is working on revising the OKR’s and will bring it back to the board when complete. Mike Boline asked if staff had a timeline. Breana 

Buncher stated that she hopes to have it in the next few months. The board asked if there will be a rough draft provided to them. Staff will provide it when available.
