City of Jerseyville City Council met Sept. 2

Here are the minutes provided by the council:

Mayor Kevin Stork called the regular session of the Jerseyville City Council to order Tuesday, September 2nd at City Hall beginning at 6:00 p.m.

ROLL CALL

Present were Commissioners Anthony Steckel, Steve Pohlman, Zachary Crawford, John Miles, and Mayor Kevin Stork. City Attorney William Strang was present. City Clerk Denise Hayes took minutes.

Comm. Pohlman led the opening prayer and pledge of allegiance was recited.

MINUTES

A motion was made by Comm. Pohlman, seconded by Comm. Crawford, to approve the minutes of the regular meeting held Tuesday, August 19, 2025. Roll call vote showed all voted aye, no nays, motion carried.

BILLS

A motion was made by Comm. Steckel, seconded by Comm. Crawford, to approve the bills as presented for September 2, 2025, in the amount of $357,663.39. Roll call vote showed all voted aye, no nays, motion carried.

NEW BUSINESS

A. A motion was made by Comm. Steckel, seconded by Comm. Miles, to approve a proclamation designating Sunday, September 28th as Gold Star and Family’s Day. Mayor Stork recited proclamation. Roll call vote showed all voted aye, no nays, motion carried.

B. A motion was made by Comm. Miles, seconded by Comm. Steckel, to approve a special event application submitted by the Library for a Neighborhood Block Party on Thursday, September 25th from 4:00 to 7:00 p.m. in celebration of National Good Neighbor Day. Librarian Judy Pruitt was present stating this will be the third annual block party and each year she has received positive feedback from the community regarding the event. Roll call vote showed all voted aye, no nays, motion carried.

C. A motion was made by Comm. Crawford, seconded by Comm. Miles, to approve the road closure of North Lafayette St. between West Exchange St. and West Pearl St. for Neighborhood Block Party as requested by the Library. Roll call vote showed all voted aye, no nays, motion carried.

D. A motion was made by Comm. Crawford, seconded by Comm. Steckel, to approve the Library using City Center Plaza for annual Halloween Festival to be held Saturday, October 25th. Roll call vote showed all voted aye, no nays, motion carried.

E. A motion was made by Comm. Steckel, seconded by Comm. Pohlman, to approve waiving rental fee of City Center Plaza as requested by the Library for their Halloween Festival. Roll call vote showed all voted aye, no nays, motion carried.

F. A motion was made by Comm. Miles, seconded by Comm. Steckel, to approve a tourism grant request submitted by the Library in the amount of $1,400.00 for Halloween Festival. For all tourism grant applicants, Mayor Stork mentioned the City does promote these events as well with some cost to the City. Roll call vote showed all voted aye, no nays, motion carried.

G. A motion was made by Comm. Miles, seconded by Comm. Pohlman, to approve the appointment of Danny Green as Chief of Police effective October 1, 2025, due to the upcoming retirement of Chief Brad Blackorby September 30th. Mayor Stork briefly described the process of hiring new Chief stating a committee was formed who interviewed six (6) internal candidates and unanimously voted to offer position to Danny Green who will be sworn in September 30th. Danny was present at meeting. Roll call vote showed all voted aye, no nays, motion carried.

H. A motion was made by Comm. Miles, seconded by Comm. Steckel, to accept a letter of resignation submitted by Commissioner Zachary Crawford. Mayor Stork read letter and complimented Comm. Crawford on his tenure with the City. Roll call vote showed all voted aye, no nays, motion carried.

I. A motion was made by Comm. Steckel, seconded by Comm. Miles to approve the appointment of Jennifer Graklanhoff to fill the unexpired term of Zachary Crawford as Commission of Public Property effective immediately and until the next municipal election. Jennifer Graklanhoff currently serves on the Planning and Zoning Board of Appeals. Roll call vote showed Pohlman aye, Crawford abstain, Steckel aye, Miles aye, and Mayor Stork aye. Motion carried.

ADMINISTRATION OF OATH OF OFFICE – City Clerk Hayes administered the Oath of Office to Jennifer Graklanhoff as Commissioner of Public Property.

Comm. Graklanhoff took seat as Commissioner of Public Property for remainder of meeting.

OTHER BUSINESS: Director of Public Works Manns reminded public of oil and chip of roads next Wednesday and Thursday.

PUBLIC COMMENT: None

ADJOURNMENT: Being no other business to be discussed, a motion was made by Comm. Miles, seconded by Comm. Pohlman, to adjourn the meeting at 6:18 p.m. Roll call vote showed all voted aye, no nays, motion carried.
