City of Lebanon City Council met November 12

City of Lebanon City Council met Nov. 12.

Here is the minutes provided by the council:

The council met in regular session in the council chambers with Mayor Wilken presiding. The meeting was called to order at 7:00 p.m.

Roll Call: Aldermen Fero, Gale, Jenkins, Wright and Zurliene – present.

Aldermen Diliberto, Mack and Witty - absent

Mayor Wilken led the council and assembly in the Pledge of Allegiance.

Aldermen Fero/Jenkins MOTIONED to approve the minutes of the October 28 as presented.

Roll Call: Aldermen Fero, Gale, Jenkins, Wright and Zurliene – 5 yeas.

MOTION carried. 5-0

COMMITTEE REPORTS:

Streets/Alleys – MEET December 2, 2019 at 7:00 p.m.

1. Christmas lights are mostly up.

Finance – MEET November 18, 2019 at 7:00 p.m.

Ordinance – MEET December 2, 2019 at 7:00 p.m.

1. The committee recommended that the section 2-29 of our ordinances be amended to reflect a change of 4 member to 5 members. After a discussion Alderman Gale suggested that it be made a membership of the “whole” because the worst-case scenario is that there wouldn’t be a quorum and therefore the committee couldn’t make a recommendation, but that topic could be voted on at the Council meeting by way of a motion. Aldermen Fero/Gale Motioned that the attorney presents an amendment that would change section 2-29 Standing Committees from a committee of four to a committee of the whole.

Roll Call: Aldermen Fero, Gale, Jenkins, Wright and Zurliene – 5 yeas.

MOTION carried. 5-0

At this time the representative from Republic was introduced by the mayor. Carrie Ward suggested that the city might want to change from 4 City Wide Scheduled large item pick-ups to a 4 days per year scheduled by each eligible Customer.

2. The committee suggested that the city moves forward on the ordinance concerning retail sales of cannabis and that the city lawyer present at the November 25 meeting. The council also discussed the responsibilities of the Planning and Zoning Commission and will forward the info.

3. The Food Truck Ordinance was presented for approval with a correction of “license to permit” contained in the second page at the end of paragraph in the special events. Aldermen Fero/Gale

MOTIONED to approve the Mobile Food Truck ordinance as presented.

Roll Call: Aldermen Fero, Gale, Jenkins, Wright and Zurliene – 5 yeas.

MOTION carried. 5-0

Water/Sewer – MEET November 18, 2019 at 7:00 p.m.

Cemetery – MEET December 2, 2019 at 7:00 p.m.

1. Mowing is done for the year. There has been a walk through, and it has been approved.

Health/Safety – MEET November 18, 2019 at 7:00 p.m.

Public Property – MEET December 2, 2019 at 7:00 p.m.

1. The committee has recommended NO PARKING signs for the ambulance are with a suggestion of that maybe it be stripped in front of door.

2. The information gathered by Chairman Witty is that there are no “grants” for the two or three sirens needed by the City. The cost of new sirens is upwards of $50,000.00 apiece. The county (ESDA) recommends CODE RED warning system is a good system to encourage all citizens to enroll. This doesn’t help those that are outside, such as children playing, riding bikes or other activities. Mayor said he had to speak to the county about some other items and he will include this situation.

4. The committee is still researching the cost and companies to fix the fence at the Mini Park.

So far, the costs seem to be very expensive. The committee will continue researching.

Personnel – MEET November 18, 2019 at 7:00 p.m.

1. Alderman Gale said that the fire victims are being supported by the First Methodist church and that all funds will be track and a report issued. Also, the UCC Church is collecting.

1. Mr Grob reported that the Audit FY 2018-2019 is done. Books are to come soon.

2. Tax Levy preparation is on the way to be presented on the Oct 28th.

3. The Treasurers’ Report Will be in the paper.

1. Alderman Zurliene reported that the phone system updating is moving forward.

2. John Long is checking into the Azavar negotiations.

New Business –

Adjournment – with no further business to be conducted, Aldermen Wright/Fero moved to adjourn the meeting. Hand vote to approve – 5 yeas, 3 absent. Motion carried. Meeting adjourned at 8: 07 p.m.
