City of Jerseyville City Council met April 20.

Here is the minutes provided by the council:

The Jerseyville City Council held their regular meeting at the Jerseyville City Hall at 6:00 p.m. via teleconference due to the COVID-19 pandemic. The public was invited to attend by calling the teleconference phone number.

ROLL CALL: Present were Commissioners Kevin Stork, Steve Pohlman, Nick Bexheti and Mayor William Russell. City Attorney William Strang was also present. Comm. Zach Crawford was absent.

Comm. Pohlman led the opening prayer and Pledge of Allegiance was recited.

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to approve the minutes from the meeting held Tuesday, April 6, 2021. Roll call vote showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to approve the bills as presented for April 20, 2021 in the amount of $329,996.85. Roll call vote showed all present voted aye, no nays, motion carried.

Stella Pohlman was present to speak to the Council regarding Earth Day and the possibility of starting a recycling program for the community.

A motion was made by Comm. Stork, seconded by Comm. Pohlman, to approve a request for a fundraiser by Lanita Combs for Relay for Life/American Cancer Society to be held on Saturday, May 8, 2021 at the intersection of State Hwy 67 and Rt. #16 from 9:00 a.m. to 3:00 p.m. and a potential rain date of May 15, 2021. Roll call vote showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Pohlman, seconded by Comm. Stork, to approve a tourism grant as requested by Steve Pegram of Got Faith? for events that are scheduled between April through December 2021 in the amount of $3,500.00. Roll call vote showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to approve the final plat of Diamond Apartments of Jerseyville as recommended by the Planning and Zoning Board on April 15, 2021. Director of Public Works Manns mentioned all plans have been submitted, reviewed, and all issues have been addressed. Once the roadway is completed, the Council will vote to accept the street at that time. Roll call voted showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Bexheti, seconded by Comm. Stork, to approve the Illinois Department of Transportation motor fuel tax program for FY 2021-22 and related documents to be signed by the Mayor, City Clerk, and Director of Public Works. Total cost of program showed $540,634.70 for this fiscal year. Roll call vote showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Stork, seconded by Comm. Pohlman, to approve the presented easement and right-of-way agreements between the City of Jerseyville and Illinois American Water for water and sanitary sewer pipelines and related appurtenances located at Dolan Park, Street Department, Blackorby Field, and Rotary Park and for Mayor and City Clerk to sign associated paperwork. Director of Public Works Manns stated at the closing of the sale of the water and wastewater facilities there were some private easements that needed to be addressed with Illinois American Water and these four are properties the City owns giving IAW a permanent easement to maintain the water and sewer pipelines. Roll call vote showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to reappoint Mary Kirbach to the Police Pension Board for a 2-year term to expire May 2023. Roll call voted showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Pohlman, seconded by Comm. Stork, to approve the reappointment of Don Breitweiser to the Planning and Zoning Board for a 7-year term to expire May 2028. Roll call vote showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Bexheti, seconded by Comm. Stork, to approve the reappointment of Shari Albrecht, Tony Heitzig, and Tom Woelfel to the TIF Advisory Board for a 3-year term to expire May 2024. Roll call voted showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to recognize and sign a proclamation designating May 2nd through May 8th as Professional Municipal Clerk’s week. Roll call voted showed all present voted aye, no nays, motion carried.

No new business.

Under public comment, Steve Pegram of Got Faith? mentioned he is trying to organize a sidewalk sales event during the weekend of May 6th through May 9th.

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to go into closed session to discuss personnel. Roll call vote showed all present voted aye, no nays, motion carried.

With no action being taken as a result of closed session, a motion was made by Comm. Stork, seconded by Comm. Bexheti, to adjourn.
