City of Jerseyville City Council met June 15.

Here is the minutes provided by the council:

The Jerseyville City Council held their regular meeting at the Jerseyville City Hall at 6:00 p.m. via teleconference due to the COVID-19 pandemic. The public was invited to attend by calling the teleconference phone number.

ROLL CALL: Present were Commissioners Kevin Stork, Nick Bexheti, Steve Pohlman, and Zach Crawford and Mayor William Russell. City Attorney William Strang was also present.

Comm. Pohlman led the opening prayer and Pledge of Allegiance was recited.

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to approve the minutes from the meeting held Tuesday, June 1, 2021. Roll call vote showed Pohlman aye, Stork aye, Bexheti aye, Crawford and Mayor Russell abstained. Motion carried.

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to approve the bills as presented for June 15, 2021, in the amount of $257,165.18. Roll call vote showed all present voted aye, no nays, motion carried.

A presentation was made by Shari Albrecht, JEDC Director, along with Michael Ward, Tyler Hermens, and Jeff Soer regarding potential updates to the downtown streetscape area. Joint efforts are being made to the existing City center of Jerseyville in efforts to attract visitors outside of the community to generate additional revenue to the local businesses and sales tax revenue for the city. New services to be provided include City wi-fi, user-friendly kiosk, mobile app, and a tesla charging station. Upgrades to the area around City Hall includes a boulevard with greenery and painting of City Hall with new awnings. The vacant lot near Casa Tequila will be upgraded to a mini park with a small stage, benches, and a digital sign displaying events happening in the area. Lions Club will have upgrades of a fitness court, pickleball court, basketball court, and a sand volleyball court.

A motion was made by Comm. Stork, seconded by Comm. Pohlman, to approve the recommendation of the Planning and Zoning Board to accept a request from BATLA HOUSE INC., BY Chintal Patel to rezone 303 S. Jefferson St., Jerseyville from B-1 to B-3 with special use for alcohol with intended use for retail sale of package liquor and tobacco. Roll call vote showed Pohlman aye, Crawford aye, Stork aye, Mayor Russell aye, and Bexheti abstained. Motion carried.

A motion was made by Comm. Stork, seconded by Comm. Crawford, to approve a recommendation from the Planning and Zoning Board to amend the Jerseyville City Code at Title 11, Zoning Regulations, Chapters 2, 3, and 11 by defining “Commercial Solar Energy Systems (CSES)”, adding CSES as an enumerated special use in M-2 and M-3 manufacturing districts, and in the extra-jurisdictional one and a half mile area surrounding the City, subject to certain regulations, and by adding a new variance subparagraph regarding CSES setbacks. City Attorney Strang mentioned to Council the City does not currently have zoning regulations for solar projects and after some research, he thought it would be more appropriate to have applicants go through the Planning and Zoning Board as a special use. These regulations coincide with Jersey County. Roll call vote showed all voted aye, no nays, motion carried.

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to approve the City Clerk to attend the Municipal Clerk’s Summer Seminar in O’Fallon, Illinois on July 22nd and 23rd. Roll call vote showed all ayes, no nays, motion carried.

Under new business, Fire Chief Norman announced to the Council the fire department has received a grant from the Illinois State Fire Marshall in the amount of $25,698.00. He plans on purchasing a heavy duty washing machine and new radios. He also stated the fire truck, that was previously approved for purchase, will be available in two weeks.

No public comment.

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to go into closed session to discuss personnel/collective bargaining. Roll call vote showed all ayes, no nays, motion carried.

Being no action being taken from closed session, a motion was made by Comm. Stork, seconded by Comm. Crawford, to adjourn. Roll call vote showed all present voted aye, no nays, motion carried.
