City of Collinsville Historic Preservation Commission met June 1.

Here are the minutes provided by the commission:

A. CALL TO ORDER:

Chair Hines called the meeting to order at 5:45 pm.

B. ROLL CALL

Present: Lavadna Hines, Lois Metzger, Scott Rayho, Linda Rayho, Alene Hill

Absent: None

Also Present: Director of Community Development Travis Taylor

C. SPEAKERS FROM THE FLOOR

None

D. APPROVAL OF MINUTES

Motion to Approve Minutes of the March 2, 2022 meeting – Linda Rayho moved to approve the Minutes of the March 2nd meeting, seconded by Alene Hill. The motion passed by unanimous voice vote.

Motion to approve minutes of the May 4, 2022 meeting – Lois Metzger moved to approve the minutes of the May 4th meeting, seconded by Alene Hill. The motion passed by unanimous voice vote

G. STAFF REPORT

1. CLG Grant Update

Director Taylor recaps the CLG Grant Application which was submitted last year. Mr. Taylor states that he believes the City has received the grant, but has yet to receive any information from the State of Illinois on how to proceed

2. Landmark Brochure Review

Director Taylor reviewed the current landscape brochure. The Commission discussed the following changes:

• An alternate picture of City Hall, while moving the City Hall photo to the back of the brochure above the City Hall address.

• Replace picture of City Hall within brochure to another picture of a comparable historic house, maybe within the historic district

• Get a new picture of Cahokia Mounds. Maybe one which shows the mound head on

• Some grammatical revisions

Director Taylor stated he would get started on these changes and bring back the brochure when ready.

3. Kassly-Meridith Funeral Home Update

Director Taylor states that the Kassly-Meridith Funeral Home, which was the site of a car crash last year, has submitted revised plans for the Historic Preservation Commission to preliminarily review. Mr. Taylor reviewed the revised drawings with the Commission noting that the Commission’s comments were heard by the applicant and reflected in the revised drawings. Overall, the Commission seemed to agree that the new drawings were in line with the character of the building.

Director Taylor stated that this Certificate of Appropriateness will likely be coming forth for the July Commission meeting.

H. COMMENTS FROM COMMISSION MEMBERS

Lois Metzger provided a brief history of several significant historic features in Collinsville, including the bell at the Methodist church and the belvedere’s on St. Louis Road. The Commission then discussed the City’s anniversary festivities and candles around town.

Chair Hines updated the Commission that the Friends of DD Collins House.

The Commission confirmed several potential items for the next agenda:

• CLG Grant Update

• Landmark Brochure

• Certificate of Appropriateness for Kassly-Meridith Funeral Home

J. ADJOURNMENT: A motion was made by Alene Hill, Seconded by Linda Rayho to adjourn the meeting at 6:34 pm. The motion passed by a unanimous voice vote.
