City of Edwardsville City Council met March 21.

Here are the minutes provided by the council:

The regularly scheduled meeting of the Edwardsville City Council took place at 7:00 p.m. at Edwardsville City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois, with Mayor Risavy presiding. 

The Pledge of Allegiance recited by all present. 

Aldermen Krause, Farrar, Warren, Stack, Burns and Grant answered present on roll call. Alderman Morrison was absent-excused. 

Motion by Krause, second by Farrar to allow Alderwoman Stack to participate in the Council meeting via Zoom. 

Roll Call: Five Ayes with Alderman Krause, Farrar, Warren, Burns and Grant voting aye. Alderwoman Stack Abstained. Motion carried. 

Mayor Risavy welcomed everyone in attendance and those viewing on Facebook Live to the meeting. 

Mayor Risavy announced a moment of silence Joann Nabe. She passed away earlier this month at the age of 82. Ms. Nabe served 40 years on the Edwardsville Public Library Board. She was involved with the League of Women Voters, Madison County Historical Museum and the Main Street Community Center. She called Edwardsville home for forty-eight years. The Council observed a moment of silence in honor of Joann Nabe. 

Special Recognition/Proclamations/Oaths 

Mayor Risavy opened the public comment portion of the meeting. One citizen was present to address the council. Beth Browne, new Executive Director of the Edwardsville Arts Center introduced herself. She provided an overview of the Edwardsville Arts Center. The Arts Center has been an organization for the last twenty years. The high school will be releasing the Arts Center from their lease in May of 2024. The Edwardsville Arts Center is looking to provide more outreach and art experiences. Ms. Browne introduced Andrew Butts the Edwardsville Arts Center Board President. 

Consent Agenda 

Mayor Risavy read Consent Agenda items as follows:

o  Finance Director - Monthly Financial Report (to be distributed)

• Group Health Insurance Fund Report - $76,556.35

Motion by Stack, seconded by Burns to approve the Consent Agenda presented. 

Roll Call on Consent Agenda: Six Ayes with Alderman Krause, Farrar, Warren, Stack, Burns and Grant voting aye. Motion carried. 

Petitions and Communications 

Mayor Risavy announced a presentation by Jessica Johnson, Executive Director for the Main Street Community Center. Ms. Johnson started in the role in January 2023. 

Ms. Johnson thanked the Council for the opportunity to speak about the Main Street Community Center. The Center has a board and advisory council. Seven staff members help to operate the Center. The mission is to provide a broad range of programs and services to help people over 50 remain healthy, engaged and independent. Ms. Johnson provided an overview of the programs offered at the Center. These include nutrition, Home-Delivered meals, Commodity Boxes, transportation, education, health-screening programs, information and assistance programs, recreation programs and group travel. The city helps to sponsor ESCAPE day trips. Overnight travel includes Italy, Magnolia Market, Biltmore, Mackinac and Alaska next year. The Center hosts several fundraisers throughout the year. Including a trivia night and pickleball tournament. Ms. Johnson highlighted the Veteran's Day lunch. 

Mayor Risavy announced the receipt of Madison County 2023 Environmental Grant for the Wastewater Treatment Plant LED Light Conversion. 

Mayor Risavy presented a Change Order 1 to Keller Construction, Inc. for the Chapman Street Improvements Contract in the increased amount of $7,034.00 for information and file. 

Mayor Risavy presented a Change Order 2 to Kamadulski Excavating and Grading Company, Inc. for the North Buchanan Water Main Improvements Contract in the increased amount of $8,910.00 for information and file.

Finance Committee 

Motion by Burns, second Grant by Claims - The amounts are Regular $1,096,657.11 and Library $17,146.46 for a total of $1,113,803.57 

Roll Call: Six Ayes with Alderman Krause, Farrar, Warren, Stack, Burns and Grant voting aye. Motion carried. 

Finance Committee will meet on Thursday, March 30, 2023 at 4:00 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025. 

Public Safety Committee 

Minutes of the Public Safety Committee meeting held on February 28, 2023 presented for information and file. 

Motion by Stack, second by Warren for approval of a Resolution Authorizing the Sole Source Purchase of Two (2) Weather Warning Siren LTE Upgrades for a Total Cost of $35,372.00. 

Roll Call: Six Ayes with Alderman Krause, Farrar, Warren, Stack, Burns and Grant voting aye. Motion carried. 

Motion by Stack, second by Burns to approve Change Order No. 3 for the East Fire Station Project in the amount of $20,663.62. 

Roll Call: Six Ayes with Alderman Krause, Farrar, Warren, Stack, Burns and Grant voting aye. Motion carried. 

Motion by Stack, second by Warren to approve Change Order No. 4 for the East Fire Station Project in the amount of $24,891.53. 

Roll Call: Six Ayes with Alderman Krause, Farrar, Warren, Stack, Burns and Grant voting aye. Motion carried. 

Public Safety Committee will meet on Tuesday, March 28, 2023 at 5:30 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025. 

Public Services Committee 

Minutes of Public Services Committee meeting on February 28, 2023 presented for information and file. 

Motion by Farrar, second by Krause for approval of a Sole Source Resolution Authorizing the Purchase of Bulk LA Rock Salt from Gunther Salt Company in the estimated amount of $155,250.00. 

Alderman Farrar said this is the only source in our area. This is a quarterly purchase. The amount comes out of the Water Plant Operations account. 

Roll Call: Six Ayes with Alderman Krause, Farrar, Warren, Stack, Burns and Grant voting aye. Motion carried. 

Motion by Farrar, second by Krause for approval of a Professional Services Agreement with Crawford, Murphy & Tilly, Inc. for Construction Engineering of the WWTP Improvements Project in the amount of $86,350.00. 

Alderman Farrar said this is the engineering for the 3.1 million dollar sludge containment system. 

Roll Call: Six Ayes with Alderman Krause, Farrar, Warren, Stack, Burns and Grant voting aye. Motion carried. 

Public Services Committee will meet on Tuesday, March 28, 2023 at 4:30 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025. 

Administrative & Community Services Committee 

Minutes of Administrative & Community Services Committee meeting held on March 02, 2023 received for information and file. 

Motion by Krause, second by Grant for approve an Ordinance Certifying the Official Zoning Map of the City of Edwardsville, Madison County, Illinois. 

Alderman Krause said this is an annual process to update and certify the Zoning Map. The ACS Committee approved the map 3-0. 

Roll Call: Six Ayes with Alderman Krause, Farrar, Warren, Stack, Burns and Grant voting aye. Motion carried. 

Motion by Krause, second by Burns to Approve the RASE Board items from March 7, 2023 

• Fit Expo 

• Living History Days 

• Goshen Market 

• Edwardsville Art Fair 

Alderman Krause said these are all returning events. Alderman Krause announced he would abstain because he is a member of the Madison County Historical Board. 

Roll Call: Five Ayes with Alderman Farrar, Warren, Stack, Burns and Grant voting aye. Motion carried. 

Motion by Krause, second by Grant to approve a Resolution authorizing signing of the court use agreement with One More Game Pickleball Club. 

Alderman Krause said this is a court agreement. Alderman Grant said the rate to rent courts is going up to $2.00/per hour. 

Roll Call: Six Ayes with Alderman Krause, Farrar, Warren, Stack, Burns and Grant voting aye. Motion carried. 

Alderman Krause presented the Historic Preservation Commission Minutes from January 11, 2023 & February 08, 2023 for information and file. 

Administrative & Community Services Committee will meet on Thursday, March 30, 2023 at 5:00 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Mayor Risavy expressed concern about the police officer that was injured over the weekend. Alderman Farrar inquired about the passenger.
